For now we work in an incident led review system. No matter whether you work in the world of safeguarding adult reviews, domestic homicide reviews or local child safeguarding practice reviews this is the current situation. Even where nationally there is a thematic approach. Even where your local review is being done thematically, it will have been triggered by an incident.

Does that mean that the learning we can elicit is restricted by virtue of it being a ‘poor outcome’ case?

Nick has over a decade of experience as Chair of three different Local Safeguarding Children Boards. He has addressed conferences on child welfare issues in many countries and acted as a consultant to a number of governments and voluntary organisations. Nick has produced over 20 books including 'Understanding Children's Social Care' (with Nigel Parton, Sage, 2009) and 'The Routledge Handbook of Global Child Welfare' (with Pat Dolan, Routledge, 2017).

Statistics about the numbers of women who experience domestic abuse only takes us so far. How do we understand what’s really happening, especially for women in mid and later life?

The power of story telling shouldn’t be under estimated. Carrie Bower understands this and her blog, podcast and website are an amazing resource for anyone who wants to dive in. It’s probably not what you would expect. It contains many hopeful stories. There’s nothing else like it.

Expect to hear more about Carrie’s own personal journey & the effect her content has had on others. Carrie ‘feels lighter’ having expressed herself this way. And I felt lighter at the end of this conversation. I hope you do too.

About Carrie Bower:
Carrie is the Domestic Abuse Lead at Age UK, a national charity for older people. Her role includes leading Age UK’s domestic abuse policy, and providing training and resources to Age UK employees, volunteers and the older people using Age UK services. Carrie was instrumental in Age UK’s report No Age Limit: The Hidden Face of Domestic Abuse which along with other campaigning, resulted in the ONS removing the upper age limit, in the domestic abuse crime survey data collection. Outside her role at Age UK, Carrie writes a blog knowyourplace.uk and hosts a podcast Let's Get Visible which focuses on raising the visibility of women in mid and later life who are or have been affected by trauma and domestic abuse.

The stereotypes surrounding safeguarding professionals are never helpful. But they are brought into sharper focus after a high profile. The way leaders react makes such a difference. Then the media’s response will shape the way the public sees the sector. Is this all just inevitable, or do we each have a part to play?

The conversation is worthy of a listen for anyone who works in the world of safeguarding or domestic abuse or who has an interest in it.

About Ray Jones:

Dr Ray Jones is Emeritus Professor of Social Work at Kingston University and St. George's, University of London, and a registered social worker.

From 1992 to 2006 he was director of social services in Wiltshire. He was the first chief executive of the Social Care Institute for Excellence, and has been deputy chair and chair of the British Association of Social Workers. From 2008 to 2016 he was professor of social work at Kingston University and St George's, University of London.

He has been a visiting professor at the University of Exeter and at the University of Bath and is an honorary fellow of the University of Gloucestershire. He has led inquiries following the deaths of children and adults, from 2009 to 2013 was chair of Bristol's Safeguarding Children Board, and from 2010 until 2016 oversaw child protection improvement in Salford, Torbay, the Isle of Wight, Sandwell and Devon.

Ray is a regular press columnist and media commentator, has frequently given evidence to Parliamentary Select Committees, and in 2017 he received the Social Worker of the Year Award for ‘Outstanding Contribution to Social Work'. In 2021 he received an honorary doctorate in civil law from the University of East Anglia and in 2022 was appointed to undertake the independent review of children's social care in Northern Ireland.

As a starting point there has to be a focus on making the experience of a survivor being interviewed by the press a more positive experience. The project undertaken by researcher, Michelle Rawlins, draws on direct experience & commentary from survivors & there are many insights to be drawn from this episode for all of us. This ground breaking work will lead to a toolkit for trainee journalists and inspiration for a brand new style of reporting.

 

About Michelle Rawlins

Michelle Rawlins is an award-winning journalist, author, ghostwriter and copywriter with 25 years' experience working for national newspapers, magazines and online publications.

Michelle has built a long and consistent career from interviewing people in all walks of life and turning their words into print for traditional media and digital platforms.

The Key Findings from Analysis of Domestic Homicide Reviews analysed 124 DHRs reviewed by the Home Office in the 12 months from October 2019.  Today’s episode allows you to access the workshop with Gaynor & Davina, 2 of the authors.

 

This episode is important listening whether you work in the world of Domestic Homicide Reviews, Child Safeguarding Practice Reviews or Safeguarding Adults Reviews. Domestic abuse clearly features within all of these reviews, & there is data within this analysis which we all need to know about. For instance:

46% of the victims had been the target of a perpetrator previously, almost always their previous partner.

 

In 64% of the DHRs aggravating factors were identified, with coercive control being the most common.

About Dr Elizabeth Cook:

Dr. Elizabeth Cook is a Senior Lecturer in the Violence and Society Centre, City, University of London, which she joined in January 2020. As a sociologist and criminologist, her principal areas of research expertise include homicide, family, and gender and their intersections with harms to society, specifically: analysing pathways between gender, inequality, and homicide; improving statutory fatality review systems; and accounting for the impact of family advocacy and activism on crime, justice and punishment. Her expertise forms part of a large UKRI-funded Prevention Research Partnership (PRP) Consortium Award on Violence, Health and Society, of which, she is a Co-Investigator. This Consortium engages with multiple public, governmental and third sector bodies who generate data on violence with the aim of developing a theory of change of violence, health and society.

About James Rowlands:

James comes from a practice-based background in the domestic and sexual abuse sector, having originally trained as a Social Worker and then becoming an Independent Domestic Violence Advisor (IDVA). Before commencing his PhD in 2018, he spent 14 years working in the voluntary and statutory sector in a variety of roles. Most recently he was the Strategic Commissioner for Domestic Violence and Abuse, Sexual Violence and VAWG at Brighton & Hove City Council and East Sussex County Council.

When a child dies there are enormous challenges for professionals & these extend beyond the obvious intense levels of emotion & desire to be aware of & sensitive to the needs of the family.

John Fox
John is a Senior Lecturer in Police Studies at the University of Portsmouth and as well as his regular student centred teaching and he currently delivers child death investigation training to police officers, doctors and specialist nurses. 

He was awarded his MSc in Criminology and Criminal Justice by the University of Surrey, and his PhD in the discipline of Sociology also by University of Surrey.

Before joining the team at Portsmouth, he was a senior police detective and subsequently was employed for 6 years as an associate tutor by the College of Policing to train senior homicide detectives on the SIO Development Programme and he helped develop their accredited national 'Investigation of Sudden Childhood Death' course.  He is currently a member of the National Policing Childhood Death Working Group and has represented UK policing on various Government working parties and committees concerning child abuse and related issues, including various editions of 'Working Together' and the 'Achieving Best Evidence' guidance. From 2001 to 2003 he was Lord Laming’s police advisor and assessor, on the Victoria Climbie Inquiry

He has carried out a number of Serious Case Reviews, Practice Reviews and Domestic Homicide Reviews using SILP methodology as well as traditional or blended methodology.

Before joining UEA, Jonathan had worked in Peterborough as a community worker, in London as a local authority social worker and then as a child care legal adviser (advising and acting on behalf of the local authority in court proceedings relating to children) and in Romania (1994 to 1997), as a trainer and consultant to teams of Romanian social workers.

29 Jan 2024Ep 2 How Domestic Abuse Legislation Creates or Obstructs Real Change with Suzanne Jacob OBE00:50:39

Even though we have come a long way, large pockets of society still exist where an improved understanding of domestic abuse might make a huge difference. These are the areas where we haven’t yet understood how what we do & the way we do it can act as a deterrent, help improve detection & even tackle the problem of domestic abuse. Legislation & the role it has played is a major factor. Is the way the Domestic Abuse Bill is working now, for instance, in any way similar to what we envisaged only a couple of years ago?  


For a bird’s eye view of these issues & a look at where we are headed, I can think of no better person to speak to than Suzanne Jacob. We each have a role to play. If you can’t see how you or what you do fits in, I suggest you listen to this episode. There are victims who have suffered decades of abuse for whom you may be the right person to speak to. About Viv: Vivien has worked in the field of Domestic Abuse for over 42 years. Her passion is driven by her best friend being assaulted at 21 yrs of age and being left in a waking coma for nearly 23 years before she died. She previously worked as a Company Secretary and started out her career with the Probation Service before starting a family. She campaigns for services on behalf of victims/survivors of abuse at local and national level. More recently she has been involved in advocating  work with those affected by early childhood trauma who perpetrate domestic abuse working on the Drive Project a partnership project between SafeLives, Respect and Social Finance, as a Practice Advisor.

There are a number of  principles, expectations & standards for us all to digest & implement as we embrace the implementation of Working Together to Safeguard Children 2023. It’s helpful at this stage to explore how this feels for a partnership & gather thoughts & insights from an independent scrutineer. Have you considered the relevance & helpfulness of the descriptors to help you break down some of these broad & somewhat visionary terms? Who must we involve if we want to get this right?

We focus our discussion on an approach that may resonate with you. We see the ‘whole family’ approach being discussed in reviews & other analysis. Assessing the impact of adult issues on family life and Children's needs requires a collaborative whole-family approach to understand the adults' difficulties. Adult and children's services can then be delivered with an holistic approach based on relevant knowledge and skills from both services who should consult to support understanding and assessment. 
 

I call upon those who support services for adults and children to embrace the importance of being involved in the implementation of the Working Together to Safeguard Children 2023. This is an exciting opportunity for something new to materialise.

Wendy Thorogood is an independent  Nurse Consultant for children and  lives in Dorset who trained at St Guy's hospital in London early 80’s. Specialising in child and adult intensive care and cardiac nursing before  moving in  to public health nursing working in  safeguarding for 30 years as a practitioner working up to a senior position as a influencer within health at a national level.

Wendy delivered the national leadership programme for safeguarding for the Department of Health and worked directly with the NHS Confederation, in relation to current changes, including: providing assurance that current and future providers of services are compliant in relation to safeguarding national and local standards; working with Lead Commissioners and the performance team to develop agreed key performance indicators and safety metrics for providers; and identifying and taking appropriate action on key risks and issues across commissioned services that may affect safeguarding of Adults, children and young people. Also a health Peer for the LGA which allows the privilege position of reviewing practice and influencing change

Wendy is the current Director  for AoCPP were she is passionate influencing the Safeguarding agenda working with members to deep dive topics that matter to them and translating research in to practice, that in turn will influence the lives of vulnerable children and families.

If you are starting out with LinkedIn you may have no idea where to begin. You may not fully understand how it can help you at all. Let alone how to get the best from it.

Meet Helen Tudor. Her approach is refreshing & accessible. What’s more, it just works. Listen if you are interested in building your profile, networking, finding people or opportunities or connecting with others who care about the issues affecting the safeguarding & domestic abuse sector.

Whether you are involved in Child Safeguarding Practice Reviews, Safeguarding Adult Reviews or Domestic Homicide Reviews, you will at times hit a point in which  the way forward is less than clear. I did when I was establishing my independent review practice. I was still developing my own individual style.

In this episode I share where the spirals of self doubt would lead me. Alongside the positives I am now able to recognise & draw on which may help.

I can now also identify more clearly what might differentiate what I did from some others I have seen who have struggled.

The need for specialist domestic abuse services is pressing & urgent. At this uncertain time with a brand new government it is unclear whether trauma informed support will be available regardless of postcode. Every penny must be well spent. When this is done properly, spending on the NHS & other services will reduce. Not to mention it has the potential to save lives.

So it is timely to understand what these services can and should look like. In this episode we focus on support for for mothers and children. they are the subjects of so many of our reviews.


May I introduce to you in this episode Sophie Bell, whose role is focused on prevention of abuse and neglect. Sophie walks us through services designed by the NSPCC for before, during & after domestic abuse.


In this episode we also speak about the effect of witnessing domestic abuse at various stages of a child’s life as well as the effect of short term funding as opposed to long term funding when providing a service.

The cost of living crisis has hit the headlines & affects us all. But some are working from a very different baseline. What we learn when we listen to their voice illuminates how much we all take for granted.

How do we support in a way that avoids imposing a solution we decide is best & offer what broadens choice or empowers this service user? When we are committed to coproduction how do we show how much we value their contribution? What role does the language we use play in reducing sense of stigma, shame or embarrassment?

Today’s episode allows you to access the latest thoughts on how all the overlapping problems are interfacing with poverty. Which are causes & which are effects? It’s time to value & utilise our relationship based skills & build the trust & confidence of those who will benefit most from poverty aware analysis.

This episode includes a summary of the workshop I offered alongside Joseph Howes which considers case studies, quotes & ideas for improving your poverty awareness levels. It will help if these skills are needed in your reviews or for the challenge for practice/service design.

This dynamic & fast changing landscape is different to what it was only a year or so ago. Whether you are involved in Child Safeguarding Practice Reviews, Safeguarding Adult Reviews or Domestic Homicide Reviews, you will be familiar with more traditional review models in which the standing panel is at the centre of all the action. But how ready are you to consider something different?

Have you experimented & what were the results?

I don’t know how ready you are to wave goodbye to your standing panel, & I’m not in favour of losing all that this panel brings.  So all I ask is that you listen in & approach this episode with a growth mindset. If, at the end, you know it’s not the right next step for your reviews, I am comfortable with that.

Do we feel skilled up enough to analyse bias in the safeguarding response in 2023? Where does it leave us in terms of our duty to safeguard the most vulnerable people in society if we are answering this question with a ‘no’?

If we start a review without being explicit about exactly what we are looking for we know this weakness will permeate throughout & impact on quality. How do we do this well when we want the review to provide robust analysis about potential bias?

Today I’m sharing my thoughts gathered after a workshop in which we considered these questions & others. I will speak directly to the point about why we are so often silent, as there were many suggestions shared about this on the day. I will also share the ideas brought to the workshop about what this term ‘cultural competency’ really means. Can we ever tick that box?
