Annika-gate GRQotW30 - After the player hits their ball into the green, it stops and comes to rest on the green. As the player is walking up to the green, suddenly the irrigation system turns on and water runs across the grass, down the green and moves the ball. Does the ball need to be replaced, or is the player permitted to play it from where it is now at rest? Outside Influence/1 - Status of Air and Water When Artificially Propelled Although wind and water are natural forces and not outside influences, artificially propelled air and water are outside influences.
Annika-Gate An interesting one occurred during the drive-on-championship on the LPGA. Annika Sorenstam hit her ball near a boundary fence. When arriving at the area, she saw there was a gate in the boundary. Annika thought that she might be able to open the gate to play her shot, so she asked for a referee to provide assistance, but unfortunately for her, the referee denied her this option, as he believed it was integra to the course. Annika took an unplayable for a one stroke penalty under Rule 19.2a, and played her shot. It was then found out that Annika could have indeed opened the gate and played a shot instead of taking penalty relief. The referee apologised for the error, the fans wanted the one stroke penalty gone, and the Rules nerds of the world were trying to work out (and still are) what is the difference between an integral object, and a gate in a boundary object. The statement released by the LPGA didn’t provide enough information ‘Regarding the Ruling given to Annika Sorenstam on the fifth hole during the first round of the 2021 Gainbridge LPGA, the official on scene linked the word “integral” to the gate meant that it could not be moved. This was an error under the definition of an Immovable Obstruction in the Rules of Golf. The gate is considered moveable if proven to be unlocked (Rule 16), and therefore could have been moved to allow the player to hit the shot. The option to rescind the penalty is not available under the Rules of Golf. The official met the player immediately following her second round to explain the mistake and apologize.’ Angel Yin - We saw another interesting situation where Angel Yin, hit her ball into a Red Penalty Area, and as her options were going back to her last place played, back-on-the-line, and lateral relief, she chose lateral relief as per Rule 17.1d(3), which meant her relief area was in a bunker. With a penalty area, your relief area could be anywhere on the course except in the same penalty area. Background Bingo - Ep30 GRQotW31 Fraz hits his tee shot into the some medium rough. He searches for his ball in the rough, and finds it. Fraz then goes to get a club and on the way back he accidentally steps on his ball, causing it to move. He then decides to take an unplayable, and after dropping his ball, hits it onto the green, and makes a one putt. How many strokes has Fraz had? | |||

On the par 3 3rd hole at Wombat Hills, Charlotte hits her tee shot long and it goes OB. Helen saw that Charlotte had played from outside the teeing area and tells her this. Charlotte asks, "so what does that mean?" Helen explains that she has the right to cancel the stroke however as her ball went OB, she decides not to. Charlotte tees it up again this time inside the teeing area and plays her 3rd shot onto the green, 5m from the hole. Masters Week 2021 GRQotW35 - Steve and Mary are partners in a foursome. Steve tees his ball up within the Red teeing area and hits his ball towards the boundary fence where it may have come to rest inside or outside the fence. Mary, who has been playing from the White tees all day, thinks they should play a provisional. Who must now hit the provisional ball and where must it be hit from? Mary is required to hit the provisional ball if they choose to play one, and this would be from where the previous stroke was made. In this case, Steve played from the Red teeing area. Rule 18.3 and 22.3 Lena Selberg let me know that she has passed her Level 1 Rules of Golf through the Swedish Golf Federation, so shout out to all the swedes who listen to the podcast, and well done Lena. Lena also had a follow-up question to the GRQotW35: What if this occurred in a greensome? Next we have Charlie Tebbs - Four quick questions 1. Player accidentally causes their ball that is at rest in the general area e.g. by accidentally knocking it with their club (but not while taking practice strokes). 1. If the player's ball is in the general area, a penalty area, or a bunker, then accidentally causing their ball to move is a penalty of one and the ball must be replaced. Exceptions: Player allowed to lift or move ball (e.g. replacing ball) During a search When applying a Rule (e.g. lifting ball to take an unplayable) 2. Player accidentally moves their ball by hitting it during their practice swings when in the general area. 2. This is the same answer as 1. A practice swing doesn't count as a stroke, so the player has accidentally caused their ball to move, they incur a one stroke penalty, and the ball must be replaced. 3. Player accidentally causes their ball to move as they start their backswing, continues the stroke and hits the moving ball. 3. It depends where the ball was at rest as to what the answer is: If the ball was at rest in the teeing area, then there is no penalty for causing it to move, and no penalty for hitting a moving ball. At rest in the general area, then there is no penalty for hitting a moving ball, but there would be a penalty IF it was determined that the cause of the ball moving was by the player. On the green, if the movement was accidental, no penalty, and no penalty for hitting a moving ball. 4. If a ball is at rest in the general area, but part of the ball is above the line defining the edge of a penalty area. 4. Yes, the ball is in the penalty area. The boundary of a penalty area is the outside edge, and goes both straight up, and straight down. When taking a drop, what is the relief area? Don’t need to stand in or outside to drop the ball Tees and clubs that are still on the ground marking the area are considered equipment. Did it come to rest within the relief area? Yes, ball is back in play. Did it roll outside, then re-drop the ball. Background bingo Rossco - Lahinch Blakey - Paraparaumu Beach GRQotW36 Fraz has Webbo caddying for him during the first round of the club championships. On the 9th tee, after Fraz has teed off, Webbo runs off to talk to a man about a dog. Fraz doesn’t want to carry his heavy golf bag (many golf balls weighing it down), so he gets Steve to carry his bag to where his ball is at rest. Steve tells Fraz the distance and that he should hit a 7 iron with a wee bit of a draw. After Fraz hits his second shot, Webbo reappears and takes over caddying duties. Steve continues to walk beside Fraz and Webbo and holds Fraser’s jacket and umbrella for the rest of the round. Does Fraz incur any penalties? | |||

In episode 114, Stuart chats with John Robinson, a current board member of Golf Australia who has refereed at 25 Australian Opens. John chats about his late start in the game, what got him interested in the Rules and where that journey took him including the TARS course at St Andrews. John provides his most important principles of being an effective Referee, and shares some stories of some difficult situations he has had with players over the years including with Dame Laura Davies. John provides some tips for Rules enthusiasts who want to start applying that knowledge as a Referee at events, shares which Rule still confuses him, what Rule he would like to introduce / change (many may agree) and finally the Rules that frustrate him. Before commencing a search for the original ball, he makes a stroke at the provisional ball towards the green. Stuart searches for three minutes and cannot find his original ball. He walks towards the green and realises the ball he hit was not his. Stuart returns to search for his provisional ball but cannot find it within three minutes. He returns to the teeing area and takes 6 more strokes to hole out. What is his score for the hole? Gerry finds his original ball within 3 minutes however it is deep within the bushes and clearly unplayable. His lateral and back on the line relief options are equally impractical so he decides his only option would be to return to his previous place played. Having already played his provisional from the teeing area and to ensure he doesn't delay play any further, he plays his provisional ball from where it was lying and counts that as his 4th stroke. He is concerned he will have interference from the box so he simulates his swing and in doing so, causes his ball to move. He advises his marker that he moved his ball and he replaces the ball. He does have interference from the box, however he decides the shot is too risky so he doesn't take relief and he plays out sideways to the fairway. His next stroke lands on the putting green and he takes 3 putts to hole out - what is his hole score? . . Another declaring ball lost situation, but thankfully one of the players knew what the correct answer was. . Player forgot which ball they had hit off the tee. . Do we recommend Model Local Rule E-5 . Repairing pitch marks off the green. . Being Disqualified from the competition after the competition results have been published. . Two balls of the same make and model that can't be identified as whose is whose. . Ball moved by natural forces after player removed some loose impediments . Ball came to rest in a dead rabbit. . GRQOTW #84 Whilst playing a stableford round at Wombat Hills, Blakey has 238m to the pin for his 2nd shot on the par 5 13th hole. Thinking he cannot get there, Blakey plays and flushes his 3 wood, with his ball landing just off the green and rolling to within 30cms of the hole, while the group in front are putting. Blakey raises his hand to apologise. As he walks onto the green, he taps it in for an eagle 3. Pulling the ball out of the hole, Blakey realizes it is not his ball and believes he may have played a wrong ball on the fairway. He says to his marker, just me down for a wipe. As Blakey is walking to the next tee, a player in the group ahead comes back, gives Blakey back his original ball and says, "sorry mate, I marked and lifted your ball, and when we finished the hole, I mistakenly replaced my spare ball on the spot. Episode 133 Clubland Stories Can a player go back and play a provisional ball, and how long does it take to jog back to the tee and then find the original ball? Ball in red penalty area, and feet standing on green. Ball at rest in bunker is moved by a ball in motion whilst player is in their downswing. Specific Rules in an Ambrose One stroke penalty relief outside a bunker Adjusting clubs without making a stroke Intervening events - breaching a Rule during a stroke. Is there any free relief from the spray of a sprinkler? Ball deflected off a duck Hole made by the maintenance staff, and the material that is out of the hole being piled for removal John Thurman - Larry’s ball is struck by artificially propelled water on the putting green.
GRQOTW 132: Blakey and Stuart are all square in their match at Wombat Hills GC, after 12 holes. As the light is fading and as they walk off the 12th green, Blakey says to Stuart, "how about we agree to halve the 13th, 14th and 15th holes and we just walk over and play the final 3 holes starting on the 16th?” Stuart agrees and they walk to the 16th tee. Blakey tees off on 16 when a roving referee drives up and investigates further. What is the Referee's ruling, if anything? Referee shouldn’t get involved. But if one of the players says something to the Committee, then it will depend if the players knew what they were doing was a breach or not. GRQOTW133: Late on a Friday afternoon at Wombat Hills GC, Blakey and Stuart are playing a match, and remarkably, Stuart is able to win the 18th hole to tie the match. Given the quickly fading daylight, both players agree to stop play and resume their match on Sunday morning at 8am. Two days later and just prior to starting their 19th hole of the match, Blakey tells Stuart that he had 39 points in the stableford competition played on the Wombat Hills course the day before. Knowing that an extended match is a continuation of the same round, not a new round, Stuart now knows that Blakey has practiced on the course during the match. In episode 119, Stuart chats with former touring professional and now commentator and media personality, Mark Allen. This situation comes down to whether Stuart's ball is lost or whether it is known or virtually certain that his ball was moved by an outside influence.From the sounds of it, when the question said " but knowing that he really doesn't know for sure that someone else took his ball" would suggest that there was no serious consideration to whether Stuart thought his ball was moved by an outside influence. It was them thinking it was just unfair and just put another ball into play.IF the Committee decided that it was KVC that Stuart's ball was moved by an outside influence, then he was permitted to replace a ball back on the estimated spot and resume play of the hole with no penalty. However, Rule 9.6 requires a ball to be replaced on the spot and not dropped. Stuart dropping the ball would incur the GP for playing from a wrong place.
The Committee would need to decide that Stuart knew that he couldn't just drop a ball in the middle of the fairway for a lost ball. Blakey's comments in the bar afterwards would also suggest that he knew that wasn't the correct procedure. They may ask the players to confirm their understanding of the Rule. Blakey and Stuart are playing a match in the Koala Cup at Wombat Hills. | |||

What is allowed is using information that was gathered before the round, such as swing tips. But consideration to other players and no delaying of play unreasonably. We have nearly ten outstanding ClubLand stories/Rules questions, including two audio questions, one of which is the GRQOTW for episode 130 and it is a head-scratcher. GRQOTW129: Andy the Average Golfer incurs a General Penalty for all of the breaches. GRQOTW130
Player hits her ball on a par 3 and it is Known or Virtually Certain to be in a Yellow Penalty Area. The player decides to correctly drop a ball back-on-the-line for a penalty of one stroke. The player then sees her original ball and decides to go and play that ball. She hits her original ball sideways and it rolls back into the same Yellow Penalty Area at a new entry point. The player goes back on the tee side of the Yellow Penalty Area and drops a ball back-on-the-line. She then hits this ball into the greenside bunker. Then she hits her bunker shot across the green and back into the penalty area at the same crossing point as the original ball from the teeing area. She goes to drop a ball under penalty of one stroke back-on-the-line but as her first dropped ball is in the same position she decides to play this instead. Hits that on the green and takes one putt to finish. What is her score? GRQPTW128 - David finds his tee shot in a terrible lie, with a large unattached tree branch right beside his ball. He says that he is going to take an unplayable, but then moves the tree branch and this causes his ball to move. Stuart didn’t like this procedure and wants David to add two penalty strokes to his score, one for causing his ball to move, and one for the unplayable. David is adamant that he was just moving the branch to get to his ball. But Stuart believes that had David moved the unattached tree branch and David’s ball had not moved, he would have played it as it lies. They call you in to decide, what is your decision? He lifts his ball from the putting green without marking the spot nor without announcing to anyone what he is doing. He estimates his nearest point of complete relief, which is just off the green on the fringe. He changes the ball and drops a new ball near the NPCR which then rolls away from the hole, however it remains within 1 club length of the NPCR. He takes another 4 strokes to hole out - how many strokes has Andy the Average Golfer had on the 5th hole? He couldn’t find his second, so had to go back to where he played his stroke from in the fairway and drop a ball for a penalty of 1, that is 3. He placed it instead of dropping it, so effectively he has breached Rule 14.3b(3) and incurs a general penalty, we are up to 5. He then has a further 3 shots, so total 8. Bryson’s scenario at the Tour Championship. He hit his ball well left off the 18th during round 3, even left of the 9th hole, which I thought was about 70 yards, but someone on YouTube thought it was more like 200 yards. He wasn’t able to find it within the 3 minute search time, but after this had elapsed, the Committee were able to get a message out to him through their referee on hand that video coverage had picked up that a spectator had moved the ball, hence why it couldn’t be found. They applied the exception to Rule 18.2b and allowed Bryson to replace a ball on the estimated spot where it had been moved from for no penalty under Rule 9.6. Bryson went on to hit the green in two, one of only a handful of people to have done that all week, and two putt for a birdie. On the saturday afternoon during the four-ball competition, Nelly Korda attempted an eagle putt, which sat on the edge of the hole. The referee thought it was overhanging, and as Madelene Sagstrom picked it up before the permitted time that Nelly was entitled to wait and see if her ball would fall in, Nelly was given the putt as holed, her eagle counted and the US won the hole. So let’s unpack this: Rule 13.3 is very clear about what the player is entitled to when their ball is overhanging the hole. Even in match play they are permitted the reasonable time it takes to get to the hole, including Nelly falling to her knees and then get back up and starting her journey, and then from there she would be able to wait ten seconds beside the hole to see if the ball will fall. Sagstrom took away this right by conceding the putt and picking up her opponent’s ball, and throwing it to her. So in that instance, there is no penalty applied, but the ball is considered holed. As that was the lowest score on the hole, the US won. The real answer all comes down to whether the ball was actually over hanging the hole. The referee thought it was, and the tv referee (who I am led to believe was John Paramor) believed that too. So there was no other ruling that could be applied. The question was asked, well did Nelly and Team USA have to make a claim? Well no they didn’t but that wouldn’t have mattered. Because the referee was an allocated referee, it is up to the referee to decide what the correct outcome is. This is different when it is a roving referee, who should not get involved unless they have been asked by one of the players, or they see a situation under Rules 1.2, 1.3, 5.3, 5.6a, and 5.6b. So the referee had to rule as it was seen or reported to her. If she had missed it, then that’s good/bad fortune for someone. Fraser has interference with the branches of a tree that are outside of a ground under repair area. This ground under repair area is defined by a white line. However, the tree is rooted in the ground under repair area. So the branches overhang outside the GUR, and fraser’s swing is hitting them, but none of the branches that interfere with his swing are inside the GUR area, but the tree is rooted inside the GUR area, is Fraser entitled to free relief? | |||

As well as providing you with GRQOTW57 - Fraz is travelling pretty well in the monthly medal, half a dozen under handicap with three holes to go. His drive on 16 lands left half of the fairway but takes an awful kick left into the tree line. He arrives to find the ball jammed close to a tree with not much swing. Incensed by the injustice, and after a furtive peek to see if any group member is watching, he employs the ol' foot wedge and gives the ball a little nudge sideways so he has a reasonable swing and he then makes the stroke towards the green. At this point, the Club Captain, who had been enjoying a little stroll around the course and witnessed this performance, clapped his hand on the player's shoulder. What is the ruling? We start off with the GolfRules Question of the Week answer for Episode 28 Are you permitted to use rock-paper-scissors as a legitimate way of determining who plays next in a match, if you are unable to determine who is furthest from the hole? Yes, rock-paper-scissors is a random method that can be used. Other random methods can also be used, like a coin toss, or you could throw an iron in the air and see which side up it lands - face or back. Alternatively you could just agree for one player to play. Blakey had an interesting story when he was called in as a referee for the Charley Hoffman vs Brendan Steele match at the Dell Matchplay in 2018. We were inundated with Rule 9.4 rulings this week at the AT&T PGA Tour event at Pebble Beach and Spyglass Hill golf courses. Firstly during Round 3 - Maverick McNealy https://youtu.be/iZ_eKA2SFWs And then on the first hole during Round 4 - Russell Knox https://youtu.be/yM4DmT7K-wk Both players were penalised one stroke, although the exact same ruling wasn’t given by the referees at the time. Russell’s was handed to him after playing the 4th hole. We cleared up an email question from Jwonghen, and encourage everyone to send in emails for questions they want to know the answer to. If the lie of your ball is altered, are you permitted to place the ball closer to the hole? His provisional ball became the ball in play, but then he made a stroke at a wrong ball, and didn't end up finding the original ball off the tee, so had to take S&D and go back to the teeing area. We have so many ClubLand stories to catch up, and here is a quick summary so you know what will be coming at you. GRQOTW115: Blakey and Stuart are playing a match at Wombat Hills. Blakey has holed out for 5. Stuart, who has a putt for a 5, asks Andy the Average Golfer, who is Blakey's caddie, "Andy, what did Blakey have?" By mistake, Andy the Average Golfer states that Blakey has holed out in 4 strokes. As he thinks he has lost the hole, Stuart picks up his ball marker to head to the next tee. Before Stuart leaves the green, Blakey calls out, "Hey, I didn't concede that putt!" Stuart explains what Andy had said, when Blakey corrects his caddie that he actually had a 5 and tells Stuart. Stuart isn't sure of the Rules when the caddie states the hole score, so he requests a Ruling? What is the Ruling? Episode 48 - If I had a Nicol for every time I heard that one… Welcome Fraser Nicol to the GRQ Podcast, Episode 48. Hope you are well. Firstly, we need to get the answer to Episode 47 GRQOTW out of the way: Stuart and Ray are playing Big P and Gerry in a handicapped four-ball match at Wombat Hills GC. On the second hole of the day, Ray steps on his ball in the middle of the fairway when he was talking excitedly to Stuart about how he was getting 15 shots for the match. Ray replaced his ball where he thought he had moved it from, whilst Stuart and Big P were watching. Although Ray thought he was exempt from penalty under Rule 7.4, Stuart knew this was a breach of Rule 9.4, but said nothing. Big P assumed their was no penalty either. Ray then played an amazing shot which resulted in a conceded putt and what Big P and Gerry thought was a birdie, which they could not beat. On the next teeing area, Stuart played from outside the teeing area, which Gerry pointed out and asked Stuart to cancel the stroke and replay. Big P then joked to Gerry about the side making a blunder on the last hole when Ray stood on his ball in the middle of the fairway. Was there any course of action that Gerry could take for Ray’s blunder on the second hole? Unfortunately, Gerry and Big P are unable to make a claim for the 2nd hole, because Big P knew of the incident when it happened. The side’s ability to make a claim needed to be before anyone of the group teed off on the 3rd hole. Although Stuart’s shot has been recalled by the opponents and so Stuart’s first shot does not count, it still counts as starting play of the 3rd hole - Rule 6.1a. Let’s start at the start: Explain to the listeners who you are, where in the world you are, what you do, and Most importantly how did you and I become friends, because I believe that says a lot about the community you have built and are building. Okay, now the tough questions: Why are the Rules of Golf important? What development in the Rules do you see, and is this good for the game? What is your least favourite Rule? And if it is different, which is the first Rule you would like to see changed come 2023? Finally, what does it feel like to be a social media influencer in the Rules of Golf? GRQOTW #74 Helen and Charlotte are partners in foursomes matchplay, playing Andy the Average Golfer and Big P. On the 1st hole at Wombat Hills, Helen has teed off and Charlotte has arrived at the ball in the fairway to make the 2nd stroke for the side. Charlotte marks the spot of Helen's ball and lifts it from the course, replacing her own ball on the spot. One of their opponents, Big P doesn't believe that is allowed and claims the hole. Two days later and just prior to starting their 19th hole of the match, Blakey tells Stuart that he had 39 points in the stableford competition played on the Wombat Hills course the day before. Knowing that an extended match is a continuation of the same round, not a new round, Stuart now knows that Blakey has practiced on the course during the match. He requests a ruling from the Committee before teeing off.

Samuel Ryder Cup - Episode 47 Now I didn’t get to say the GRQOTW 46 live on air after last week’s tech debacle, that is an tech IVOR, but here it is: Between play of holes 9 and 10, Ross took Big P’s putter and hit 3 putts on the practice putting green whilst waiting for the fairway on the 10th to clear so they could tee off. Does Ross incur any penalties for this action? Now it does sound quite strange, Ross has borrowed a putter during a round and had a practice putt, which wasn’t on the green of the whole he had just finished on. But the answer which may surprise you is, no penalties to Ross in either match or stroke play. Why? Firstly, using someone else’s putter is only a breach if you do it to make a stroke during the play of a hole. As this was between two holes, there is no penalty. Secondly, you are permitted to practice putt or chip on or near the last green played, the next teeing area, and any practice green on the course, this practice must also be between the play of two holes. If you had read Interpretation 4.1b(2)/2 you would have nailed the answer. Now speaking of practicing, you will see this week’s tournament is the Ryder Cup, which is an amazing spectacle of team golf and one on one competition in match play. Practicing on the green after a hole has finished is permitted, unlike in most stroke play tournaments around the world. This restriction in stroke play isn’t the Rule but a Term of the Competition, in the effort to speed up pace of play. Now speaking of the Ryder Cup, firstly let’s chat about the format, and then we will go through some of the more interesting scenarios over the years: In 1989 Paul Azinger refused to let Seve Ballesteros replace a scuffed ball. Whether the ball was cut/cracked or only scuffed we will never know, but it was the hostility between the two that neither man would give an inch to the other in one of the fiercest rivalries in golf. Then in 1991 they were to face off again, and this time Ballesteros accused Azinger of changing balls on different holes depending on how they wanted to play, i.e. soft compression balls on holes where the pin was situated at the front and hard compression balls where the pin location was at the back. So although we wish for a clean and excellent match of character and golf skills in the cauldron that is the Ryder Cup, some of us do enjoy the theatre of a few Rules issues thrown in there. Now GRQOTW47, is worthy of a match play question: Stuart and Ray are playing Big P and Gerry in a handicapped four-ball match at Wombat Hills GC. GRQOTW #85 Marcela and Fraser are playing a match at Wombat Hills. Both players have a 4 on the 12th hole and as they are walking off the green, Fraser says to Marcela, "that is a half". Marcela says nothing. As they are standing at the 13th tee and before either player has started the next hole, Marcela says, "actually I got a shot on that last hole so I won." Fraser says, "no that is not right, as we walked off the green, I said we were halved and you heard me and you didn't correct me - it is a halved hole." Marcela requests a ruling? Andy considers his options for taking free relief from the GUR and decides his next shot over the GUR will be incredibly difficult so he walks back to the fairway and continues play of the hole with his provisional. The ball that was found after three minutes is lost either way, and therefore can not be used at all. Firstly, we cover a few Clubland Stories:- Mr Roberts wants to know what happens when a struck ball doesn't make its way out of a Red Penalty Area. This comes under Rule 17.2.- Colin wants to know if he proceeded correctly when his ball was stuck up a tree. He dropped within two club-lengths of where the ball was, and this was under Rule 19.2.- Mr Roberts goes again with another tricky one and Blakey and Podcast disagree on what spray foam is deemed to be. But they do agree Mary was able to get some free relief.- Chip gives us a situation that is probably pretty common in Clubland, where a player tries to play a provisional ball for a ball that most likely went into a penalty area. GRQOTW 106 - Big P has hit his tee shot into the red penalty area running down the right side of the 14th hole. After two minutes of searching, he finds and identifies his ball. He makes a stroke at the ball and only advances it 3m. Frustrated, he makes another stroke at it from inside the PA moving it very little and makes another stroke. Very frustrated, he says he is returning to the teeing area to start the hole again.Despite some objections from others in the group, he returns to the teeing area, tees up a ball and makes a stroke, and finishes the hole. There are no players behind waiting to hit.How many penalty strokes must Big P add to his hole score? . . Now before we get into the podcast, and hear more about you, let’s get the answer to Ep49 GRQOTW, which was from Gerry Bower, our previous guest. Episode 49 GRQOTW: Fraz, Blakey and Rosco are playing the tough 17th hole with a hill on the right that is General Area and below the hill is a small Penalty area that isn’t seen from the tee. Rosco hits his tee shot down the middle and both Fraz and Blakey pushed their tee shots to the right. They go down and look around the area and Blakey finds his ball in the penalty area but Fraz can’t find his so says “it must be in the penalty area”. They both take penalty area relief but Blakey and Rosco aren’t happy with Fraz also dropping as he didn’t find his ball. They finish the round and Blakey asks for a referee. How would you rule? As Rossco did not have known or virtual certainty that his ball had gone into the penalty area, he was not permitted to take the lateral relief or back-on-the-line as he did. There is GA and the bunker within the relief area. Prior to dropping, Big P replaces a divot in the relief area and then drops where the ball hits the GA first but rolls into the bunker. Marcela advises Big P that he needs to drop again as it rolled into another part of the course but also suggests that he has improved one of his CATS. For his second drop, Big P drops into the bunker, where the ball comes to rest in the relief area. . Episode 44 - Turned the Camera on this Time Firstly, let’s go over the answer for Episode 42’s GRQOTW, which was: In agreement a player and their opponent stop their match due to the weather conditions. They agree to return the next day and start at 8am. Firstly, is this permissible for a player and opponent to agree to suspend their match, AND Secondly, when they come back, do they start from where they left off or from their first hole with the score being square? So firstly, yes it is permissible for the player and the opponent to agree to suspend play UNLESS doing so would delay the competition. Then as soon as one player wants to go back out, the other player must also resume. Which actually brought a question to my mind? What if the opponent doesn’t want to go back out because it is too dark. Will the Committee agree or disagree with the opponent? Considering the Committee would suspend play due to bad light, you would think they would agree with the opponent under reasonable circumstances. Secondly, when the match does get started again, do the player’s start again from their first hole all square, or do they carry on where they left off. Yes, you are correct, they carry on where they left off. JT Poston Ball OOB JT Poston hit his ball so close to an out of bounds line that the referee - Steve Carmen and assistant had to use a piece of string to determine if the ball was out. The string was placed at the bottom of each stake - ground level, on the course side and pulled tightly. No part of the ball crossed that piece of string, so it was deemed to be out of bounds. Thankfully JT had played a provisional ball down the middle of the fairway and so headed straight to that, unlucky for JT, he lost in a playoff. Gary Woodland Opts to Play 18th Hole a Different Way Gary Woodland hit his ball so far right on the 18th hole during the 3M Open, that it went right of the penalty area. The Committee had that area as in bounds, you can see the white stakes in the video, so Gary was free to play. He opted to hit his ball, knowing he basically had a backboard, the temporary immovable obstruction (18th hole hospitality). Gary then called in a referee to assist him with some interference he had with his swing. The referee treated the interference under Rule 16.1 and helped Gary then find his Nearest Point of Complete Relief, and complete the relief process. How long may you wait for your ball to fall in? Pajaree Anannarukarn played her shot out of a bunker, and then deliberately took her time to get to her ball. You could see her delaying her time in getting to the ball, and then when eventually getting there, she pretended to line the ball up and eventually put her shadow over the ball to which the ball then dropped in. Unfortunately the footage only shows the bunker shot, but the scorecard does show that she made a 3 on the hole, leading us to believe that the Committee either penalised her for taking too long, or they didn’t but she had an extra shot in the bunker that we missed. GRQOTW 44 In stroke play at Wombat Hills GC, Stuart plays his second shot on the Par 4, 5th hole from the fairway and pulls it into trees, left of the green. He and his group spend 3 minutes searching for his ball but cannot find it. He returns to where he played his previous stroke from, places a ball as close to that spot as possible, and plays his next shot onto the green. He has two putts to hole out. Going to the USGA Referee school, and hearing Stephen Cox's little nugget of advice - 'The players do not care how much you know the Rules'. GRQOTW 1010: Barney the B Grade golfer hits his approach shot into a green side bunker on the short 15th hole of the very prestigious golf club at Wombat Hills. The ball is in the middle of a large collection of temporary water in the middle of the bunker. As the only relief area in the bunker would put the ball in a very difficult position on a slope, Barney decides to take BOL relief outside of the bunker. After making this decision, Barney walks into the bunker to retrieve his ball. In doing so, he creates footprints. Barney retrieves a rake and smooths the footprints, and then correctly drops his ball outside the bunker…but instead of using BOL relief, he has changed his mind and has now taken S&D relief, from a distance fairly close to where BOL relief would have put him. Before playing his shot, Barney notices that the raked footprints are in his line of play for the short shot over the bunker to the hole that was a mere 6 feet onto the front of the green. Episode 121 of the GolfRules Questions podcast is back to the OG of Rules Questions - ClubLand Stories Today’s episode features a greensomes question about using the partner’s club, whether strokes are given in a match play playoff, what is the area underneath a bridge, hitting a ball into the hole with your hand, and playing from a No Play Zone, we also have the GRQOTW for 121 that you can try wrap your head around. GRQOTW120: Eight strokes. Andy the Average Golfer played a ball that was dropped under free relief (which wasn't available to him) and as he did not have intention to drop that ball as an unplayable (even though that is where he arrived at after finding out the free relief wasn't available), he has played from a wrong place. He was required to drop a ball with the intention for it to be an unplayable, not just play one that was dropped previously by him and in the correct relief area. GRQOTW121: Andy the Average Golfer is playing a stroke round at Wombat Hills. On the 9th hole, he hits his 2nd shot way left towards the driving range. Among all of the other golf balls, he finds his ball and plays his 3rd stroke towards the green. After 1 chip and 3 putts, he holes out. As he is waiting at the back of the 9th green, waiting for others to finish the hole, a staff member walks down and advises Andy that the driving range is OOB. Andy asks the staff member what that means. Neither know, so they approach you as a member of the Committee for assistance. What is Andy the Average Golfer's score for the 9th hole? Sat through a Level 2 Rules course that Blakey presented and have been asking him questions ever since. What got you into golf, and where did your fascination with the Rules start? Started with playing competitions and having to know everything there was to know, because I was being given the wrong information by multiple people. Okay, now the tough questions: Why are the Rules of Golf important? The benchmark of how the game is to be played, and how best to measure how you played against previous scores and other players scores. What is your least favourite Rule? Advice. I thank you very much for your time, and would you like to read out Episode 52 GRQOTW: Marcela plays her ball from a bunker and her ball comes to rest 5cm from the hole. While Marcela is raking the bunker, and so others can putt out, Fraser asks Marcela if he can mark her ball and then does so. After all others have holed out, Fraser replaces Marcela's ball on its original spot and Marcela holes out. On the next tee Marcela realises that the ball she picked out of the hole was not her ball. Fraser had actually replaced his own ball on the green after having holed out, and Marcela hit the ball Fraser had replaced on the original spot. | |||

Ep #65 GRQ GRQOTW EP64 Charlotte and Helen are playing a match. On the par 3 3rd hole at Wombat Hills, Charlotte hits her tee shot long and it goes OB. Helen saw that Charlotte had played from outside the teeing area and tells her this. Charlotte asks, "so what does that mean?" Helen explains that she has the right to cancel the stroke however as her ball went OB, she decides not to. Charlotte tees it up again this time inside the teeing area and plays her 3rd shot onto the green, 5m from the hole. Helen's tee shot is only 3m from the hole and says, "Thanks Charlotte, that is my hole." Why would she say that and is she correct? As Helen didn’t recall Charlotte’s shot, that meant that Charlotte was to play from their previous play, which in this case was from outside the teeing area. Charlotte didn’t play it from outside the teeing area as prescribed, and therefore she played from a wrong place, which means the opponent wins the hole. International Series Singapore Weather delays on Saturday and Sunday, due to lightning, meant the horns came out and players were removed from the course. Including on the 18th hole for the final group, which delayed the finale for over an hour. Ball played from Penalty Area is lost outside of penalty area. Ball dropped back inside penalty area, within one club-length of previous place played, precariously close to water edge. Pace of Play - singapore was very slow for pace of play, this was in part due to the heat, although you would think that player’s would be keen to play faster when it is hot. But they prefer to be sloths, and limit the energy expelled. We also had preferred lies adopted, within a scorecard length, which mean every time the player’s ball was on the grass cut to fairway height they would pick their ball up, which delayed their play further, although we didn’t take that into account for their specific time limit - 40 or 50 seconds, it certainly counted towards their time limit for the hole. International Series Korea Had a couple of rulings around whether the ball was in the fairway or in the rough, because preferred lies had also been adopted. Had a couple of rulings on the 14th hole which is almost an island green, with two thirds of the green surrounded by water, and it was a yellow penalty area, so back to the tee, and drop zone were the obvious and commonly used applications, but a couple of times the player could take back on the line and then hit over a corner of the penalty area. And finally a ruling which made it to camera about my favourite, the embedded ball, which was in the rough, but the player was able to get a club-length away, much to the surprise of the commentator. I will get that video out soon. GRQOTW Ross' tee shot has gone into a red penalty area. He decides to take lateral relief and measures out two club lengths from the reference point. His relief area is on a steep slope heading into the water. He drops a ball into the relief area and it starts rolling towards the water, so he stops it with his foot. He drops it again in the relief area and again it heads quickly towards the water, so he stops it. When he lifts his foot, the ball stays at rest within the RA and Ross plays it from that spot. Aside from the one stroke penalty for the PA relief, how many penalty strokes must Ross add, if any and why? | |||

Pace of play issues, and very fast greens. LIV GOLF LONDON Back at Centurion Club, where it all began. Setting up the course. Negotiating Last Point Crossed. Ripper GC almost got the team win. GRQOTW 93 - Fraser and Ross are partners in a four-ball match play against Blakey and Stuart. Fraser's ball is on the putting green 10m from the hole. Ross' ball is 6m from the hole on a very similar line to his partners'. To help with his own upcoming putt, Ross stands behind Fraser on an extension of the line of his putt while Fraser putts, but he does stand off the putting green. As soon as Fraser putts, Blakey states, "thanks guys, we just won that hole! Ross was standing in the restricted area." Fraser doesn't agree and calls in a referee. What is the ruling? This message is passed on to Marcela standing in the fairway. Not wanting to search for her ball in the long grass, Marcela chooses to complete the hole with the dropped ball. Then Ross goes back and drops his ball, but needs to actually go back to the teeing area - where the ball was last played from. The fact that the original was then found, makes no difference as the original ball was lost after the three minute search time had elapsed. The Asian Tour held a Stage 1 Q School event at Mt Derrimut Golf & Community Club last week, of which Blakey was the Tournament Director. Podcast McPhee also assisted as a referee. Prior to the start of the players arriving, Jeff Ward - the chief referee, Doug O’Keeffe - assistance Tournament Director and Blakey set up the course for the tournament. Podcast took us through a situation where a player ‘cowboy-dropped’ his ball when putting a ball into play after his original ball had gone Out Of Bounds. Podcast was able to step in and assist the player in correcting their drop, and thus saving a certain penalty. Podcast also gave us a run-down on a few rulings he had at a recent DPWT qualifying school that was also held in Melbourne, or more specifically down at Rosebud Country Club. There was a situation with a cut ball, of which Podcast provided the player a ‘yes, you can replace your ball for free’ response. Then Blakey showed a picture he had received very recently, of a ball that had almost split in half, and the important word there is almost, as the ball was still attached and from all accounts still in one piece. Being in one piece just meant that the player could replace their ball on the spot where it had come to rest. Whereas had the ball split into pieces, even if just two pieces, the player must cancel the stroke, replace a ball on the previous spot and then play again. Finally, an absolute beauty of a ruling when a player hit his ball over the back of the green, or so he thought. He searched for three minutes before heading back to hit another ball. Just as he was chipping on for what could have been a five, his original ball was found in the hole, to which Podcast delivered the good news that he had made an eagle. His second ball did not count, as his hole was already over. GRQOTW101 In an individual stroke play event, Andy the Average Golfer hooks his tee shot left towards a red penalty area on the 3rd hole at Wombat Hills. His group searches for around 1 minute in the thick grass outside the PA and frustrated, Andy drops a ball using lateral relief from the red penalty area, even though it is not known or virtually certain to be in the PA. He is about to play his next stroke with the dropped ball, when someone else finds his original ball in the thick grass outside the PA, well within the 3 minutes of search time. In stroke play, a marker enters the scores in the wrong boxes on the scorecard, can they correct it after they have returned the scorecard, or is it too late? It is too late. Whilst the hole numbers could be changed prior to the scorecard being returned, it is too late if this is not done before the scorecard has been returned. In Foursome stroke play with side A-B, A, whose turn it is to play, plays a ball from outside the teeing area. B makes the next stroke from within the teeing area. What is the penalty and which player makes the next stroke? Side A-B is penalised four strokes. To correct the error, A must play the next stroke from the teeing area. GRQOTW 132 Blakey and Stuart are all square in their match at Wombat Hills GC, after 12 holes. As the light is fading and as they walk off the 12th green, Blakey says to Stuart, "how about we agree to halve the 13th, 14th and 15th holes and we just walk over and play the final 3 holes starting on the 16th?” Stuart agrees and they walk to the 16th tee. Blakey tees off on 16 when a roving referee drives up and investigates further. Andy marks and lifts his ball (Ball A) to see if it is cut or cracked. There is a scuff mark on the ball, so he decides that he is allowed to substitute. He replaces another ball (Ball B) on the spot and miraculously gets it onto the putting green with his next stroke. On the putting green, Ross questions Andy, whom shows him the scuffed ball. Ross strongly disagrees with the substitution, so Andy lifts Ball B from the putting green, replacing Ball A on that spot and holing out. GRQOTW115: Blakey loses the hole because: Caddie's action breaches a Rule that if the player had taken would have been a breach, so Blakey loses the hole because the caddie gave incorrect information about the score that Blakey had had. GRQOTW116: Danny the D Grade Golfer is playing a stroke round at Wombat Hills. Danny makes her 6th stroke from the putting green on the 1st hole, and the ball comes to rest only 5cms (2in) from the hole. Thinking she is playing stableford and frustrated that she is going to score 0 points on the 1st hole, she turns her putter upside down and knocks the ball into the hole using the grip end of the putter. Andy the Average Golfer reminds Danny that she is playing stroke and not stableford. With Andy's excellent rules knowledge assisting her, and knowing she has not made a legal stroke, Danni replaces her ball back 5cms from the hole and putts the ball in the hole correctly. She asks Andy to put an 8 for her hole score (7 talent strokes and 1 penalty stroke for causing her ball to move). Before submitting her scorecard, she asks you if 8 is correct, as she is not sure about the penalty stroke - what is her hole score for the 1st hole? Episode 38 What are Rules there for? GRQotW37 ANSWER: A ball was found where the original ball was suspected to be and this was within the 3 minute search period. It may have taken the player more than the 3 minute search time to get to their ball to identify it, but if it is the original ball, then it is still the ball in play as the important point is that it was found within the 3 minute search time. The original ball was moved by the provisional ball. The provisional ball is an outside influence and thus the original ball needs to be replaced. The provisional ball is a movable obstruction/abandoned ball once the original ball was found within the correct search time. The player needs to estimate where the original ball had come to rest. That was the place it was sitting until it was moved by the provisional ball. This is the difficult part, it may have been 3 metres up the tree, or close to the ground. It would need to be estimated when standing underneath it. Possibly the player couldn’t even get to the spot where the ball is estimated to have been at rest. They would then need to take an unplayable under Rule 19.2, using the spot on the ground directly below the spot of the reference point. If the player could get to the spot where the ball would have come to rest, but it won’t stay at rest and the spot where it will stay at rest, the player can’t reach, they would also need to take an unplayable using the spot on the ground directly below where the ball would have come to rest. However, if the player could get to the spot where the ball was estimated to have been at rest, but it won’t stay at rest, the nearest spot where the ball would stay at rest may be at the base of the tree on the ground and the player would be required to place it there. The player could then play it or take an unplayable. What are Rules there for? Let’s first establish why we have such complex Rules and what you can do to increase your knowledge . He measures out his two clubs from the estimated point of entry into the PA to take lateral relief, however he doesn't use any tees or any other objects to mark out the bounds of the relief area, and then drops a ball correctly within the relief area.
