Fun Fact of the Day: Erin DuPree's grandfather, Representative Andrew Wambach (District 63, 1935-36), voted in favor of the original cannabis criminalization law in Minnesota. The vote on H.F. 7 took place on April 24, 1935, and Rep. Wambach was one of 101 elected representatives to vote in favor of the measure.

It’s not just cannabis plants that are growing in Minnesota; cannabis regulations are growing too, and Marcus, John, and Tanner are here to break down recent actions from the Office of Cannabis Management that could shake up the sale of illicit THC-A products throughout the state. We dig deep into some recent action on expungement, exploring what’s being done to clear hundreds of thousands of records for Minnesotans who have been subject to the war on drugs. 

Following the news updates, we spoke to Stephen Cornell, of Cornell Urban Agriculture. He talks a bit about his history in the industry, what motivated him to grow with sustainable, nutrient-packed super soil, and shares a bit about what students can expect to learn about at our Minnesota Cannabis College class on February 19th at Modist Brewing with Canna Connect!

We're super excited about our conversation with Cathy Wurzer on MPR's Minnesota Now! It was an incredible opportunity to dive deep into our mission, discuss the insights from our podcast Northern Lights, and share our vision for the future leadership of the OCM.

The Office of Cannabis Management will hold the inaugural meeting of its Cannabis Advisory Council Friday. The council, which was created as part of the new cannabis law, will review policy and make recommendations to the state office.

While that is happening on the state level, there is also a grassroots nonprofit informing the community about the rollout of all aspects of legalization. Minnesota Cannabis College Founder Tanner Berris joined MPR News host Cathy Wurzer to talk about it.

Welcome to the MNCC recording of the Minnesota Office of Cannabis Management (OCM) training session on completing the social equity verification process. This is the crucial first step for potential social equity applicants aiming to participate in Minnesota’s new cannabis industry, launching this summer.

This training was held from 4-6 p.m. on Friday, June 21, at the Sabathani Community Center Auditorium in Minneapolis. Preregistration was strongly encouraged, and attendees signed up using a designated registration form.

This workshop underscores the state’s dedication to fostering a fair and inclusive cannabis industry. Recent updates to Minnesota’s cannabis law have introduced a licensing preapproval and vetted lottery process for qualified social equity applicants.

For those unable to attend the event, this recording will provide a detailed, step-by-step guide through the verification process. Charlene Briner, OCM interim director, has emphasized that additional information and technical assistance resources are forthcoming.

“The Office of Cannabis Management is committed to providing ongoing information and assistance as we prepare to open the application and licensing process,” said Briner. “We encourage potential applicants to check our website frequently as we continue to add guides and materials to support applicants every step of the way.”

As part of this summer’s launch, applicants must complete the verification process to ensure they qualify for social equity status. This process runs from June 24 to July 10.

Verified social equity applicants will then be eligible to submit an application for license preapproval from July 24 to August 12, as mandated by law. These applications will undergo a review and vetting process, and qualified candidates will enter a lottery planned for this fall.

Applicants will complete both the verification and preapproval processes through the OCM website.

The Office of Cannabis Management (OCM) scheduled the first round of its Social Equity Preapproval Lottery… and then the District Court stepped in with a stay, temporarily halting the process. Next step, Minnesota Court of Appeals.

Meanwhile, Minneapolis and Duluth are busy considering cannabis ordinances, each putting their own spin on what regulation should look like for retailers and parks.

On the business side, things aren’t much smoother. Employees at Vireo are on the brink of a strike after slow-moving contract negotiations with UFCW Local 1189, threatening to throw half of the state’s medical cannabis program into disarray. And in slightly lighter news, a study from the University of Minnesota shows that students are trading heavy drinking for cannabis. Call it progress?

This week’s episode also features an interview with Sean Paul Kehren of North Star Law Group. Sean shares stories about growing up in Pine City, his path to becoming a lawyer, and what’s driven him to navigate Minnesota’s cannabis legal landscape. Quick note: North Star’s lawsuit against OCM hadn’t been filed yet when we recorded this conversation.

Today, the Office of Cannabis Management (OCM) announced its next actions to launch Minnesota’s cannabis industry following a Ramsey County District Court judge’s decision to stay the cannabis license preapproval lottery originally scheduled for Nov. 26. 

To avoid further delay and risks to social equity, OCM is ending the license preapproval process and moving forward with opening a standard licensing cycle for both social equity and general applicants beginning early next year. This step allows the office to prevent delays to the market launch due to ongoing litigation and retain some benefit to social equity by allowing applicants for license preapprovals to move into this new round. 

The 2024 law that established the license preapproval process emphasized rigorous review and operational readiness to ensure that social equity applicants were market-ready. The delays related to the court’s order to pause the lottery eliminate any early-mover advantages offered by the expedited license preapproval process envisioned by the Legislature. Therefore, the lawsuits brought by some unsuccessful applicants necessitate moving directly to the licensing cycle for both social equity and general applicants. 

“We remain committed to launching an equitable, sustainable, and responsible cannabis marketplace in Minnesota,” said OCM Interim Director Charlene Briner. “Our path forward ensures we remain on track to launch Minnesota’s new cannabis market and also preserves some of the social equity benefits that were at the heart of the preapproval process and that are foundational to the law as it was originally conceived.”
