They are frantically fielding facts and phone calls, rushing to get information to the news media and the public. While this work may not seem as critical to life safety, it is essential. Efficient, rapid, and accurate information flow during an emergency can save lives, especially during complex, evolving events like Hurricane Dorian. In a recent study, Alessandro Lovari assessed how PIOs used social media to communicate during emergencies. He found that social media has changed the landscape of public sector communication, and is now a key tool during disasters and emergencies. But it also raises new challenges, such as coping with huge volumes of information and determining whether reports are credible.

The recovery process may continue for some time, one of the best practices that are found to be extremely valuable after every disaster is the After Action Review. This process helps organizations to identify areas of improvement in plans while the event, actions, and timeline are all still relatively fresh. It’s great to have and implement plans in response to an event, however, a critical improvement opportunity is missed if organizations don’t make time to identify and implement improvements quickly so the plans work even better next time.

Over the last decade, California has experienced increased, intense, and record-breaking wildfires in Northern and Southern California. These fires have resulted in a devastating loss of life and billions of dollars in damage to property and infrastructure. Electric utility infrastructure has historically been responsible for less than ten percent of reported wildfires; however, fires attributed to power lines comprise roughly half of the most destructive fires in California history. With the continuing threat of wildfire, utilities may proactively cut power to electrical lines that may fail in certain weather conditions to reduce the likelihood that their infrastructure could cause or contribute to a wildfire. This effort to reduce the risk of fires caused by electric infrastructure by temporarily turning off power to specific areas is called a Public Safety Power Shutoff (PSPS). However, a PSPS can leave communities and essential facilities without power, which brings its own risks and hardships, particularly for vulnerable communities and individuals. From 2013 to the end of 2019, California experienced over 57,000 wildfires (averaging 8,000 per year) and the three large energy companies conducted 33 PSPS de-energizations.

John Boyd created a four-step process for making effective decisions in high-stakes situations called the OODA Loop. It involves collecting relevant information, recognizing potential biases, deciding, and acting, then repeating the process with new information.

Eric McNulty and his team at the NPLI took Boyd’s concept a little farther with the POP-DOC Loop by adding two steps. The POP-DOC Loop combines analysis and action into a continuous process. The analytic side is Perceive, Orient, Predict. The Action side is Decide, Operationalize, Communicate. The advanced design of POP-DOC incorporates a wider range of human factors, including neuro- and decision science research, in order to equip leaders to build SA in high-stress, high-stakes, evolving, and unpredictable situations.

Emergency response exercises often have a high degree of interaction between the elements that have to be learned. This increases the natural complexity of the information that must be understood and the material that must be learned (Sweller, 1994). However, the achievement of learning goals is often only determined by observation. These observations are certainly valuable in their own right (e.g. detailed descriptions of events, immediate interpretation of data, placing results in context). However, solely using observations to gather data has its limitations (Kanat, Siloju, Raghu & Vinze, 2013). The limitations which are most relevant regarding learning in emergency response exercises are the observer’s cognitive limitations and the (limited) type of data that is being gathered.

Generally speaking, gamification has the potential to aid in the gathering of quantitative data. Gamification is the use of game elements to improve user experience and user engagement in non-game services and applications (Deterding, Sicart, Nacke, O'Hara & Dixon, 2011). In particular, we focus on the potential of gamification to support self-evaluation processes through the automated gathering of data about the participants’ performance.

Like many people, I've sorely missed going to sporting events last year there were games, however, cardboard cutouts (that were kind of strange) and piped-in crowd noises were the norms in light of the world's COVID-19 pandemic.  And also like many —while I understand the need for and support precautions to protect ourselves and others from the virus and mitigate its spread, I've been longing to enjoy the electric feel of a live sporting event.

For Father's Day Weekend, I attended two baseball games with my son,  Was it too soon, or just in time?

One of the most common complaints that I have heard over the years from emergency and business continuity managers is they cannot get their executives to participate in emergency drills and exercises. We hear lip service all the time from City Managers, CEOs, and Presidents of Higher Education Institutions on how Emergency Management and safety are important to them...Until they do not lead from the top and show up for the training. It is hard for EM and BC managers to get the buy-in from the midlevel managers if the top does not participate.  To make matters worse, when a crisis does happen, and the C-Suite shows up, they want to be in charge. In addition, they make bad decisions, they do not understand the emergency plan and they become ineffective.  Then, they blame the emergency managers, and the system did not work.

COVID-19 pandemic has changed the way we work, we need to be strategic, we need to be efficient and as organized as possible, and learning as possible. COVID-19 has taught us the challenges of planning under uncertainty. We learned to deal with the constantly changing guidance from the Department of Health and the Centers for Disease Control, we no longer have a  final plan, because it's constantly changing to keep pace with the newest guidance and regulations from every level of government. The pandemic has shifted all of us into uncomfortable and unknown positions.  We are taking on roles that were not initially expected. We have learned new ways to coordinate.  The Pandemic is shedding a lot of really stark light on who has power and whom we prioritize.

Over the last two weeks, there have been two shooting events that impacted a large venue. One was at Knott's Berry Farm, an amusement park located in Orange County California, and a shooting outside of the Washington Nationals Stadium in Washington DC.  Both events did not directly involve the venue, however, miss information, lack of communications, and general confusion inside the venue occurred. Today, we are going to discuss how to why it is critical to have a communications plan, and why you need to utilize a mass messaging system.

He argues that over the last year, we were not managing tactics to combat the global threat of COVID-19. We needed to focus on the people affected by the pandemic. In my class the Social Impacts of disaster, I discuss the idea that disasters are not disasters until it impacts humans. Yes, we can discuss the ecological impacts of an event. However, if it did not kill humans, or have direct economic consequences, did it happen? 

This week we will be diving a little deeper into what it is to manage a crisis.

If we as a collective learned anything in 2020, it is that we cannot assume that our year will turn out as planned. One thing that we can count on is change. In fact, we need change to do our jobs. The trick is, how do we manage change, and how to we plan for the pivot.

As business continuity, emergency, and crisis managers, it is our job to plan for and expect the need for our organization to pivot. To make a great transition when the time is needed, you have to have a strong base. Like in medicine, we take the baseline vitals so we know if our patient is getting better or not. In emergency planning and management, having a solid baseline it critical.

The C-suite by definition, are the chief officer of their organization. Doing great work, running your team and making sure the organization is ready for any crisis is what we’re all here for. But as anyone who’s worked at an agency knows, that’s a constant challenge. So keeping the C-Suite happy can be demanding.
The C-Suite has high standards. They have complex organisations behind them. And they have their own pressures to respond to. Making this more complicated for all of us is the fact that the communications and technology landscape is changing at a faster rate than ever before.

So while we’re proud of the great job we do for our bosses, however we can never rest on our laurels. We have to constantly get better at providing the right advice for leadership and building strong, lasting relationships with them, even as our industry evolves around us and as we go through the inevitable hiccups that every profession experiences from time to time.

Greg McKeown’s Essentialism got me thinking about how we can apply the principles of less is more to the field of Business Continuity and Emergency Management. I think that it is worth discussing.
We end up doing a lot of things that is not a core service that our disiplin ought to be doing, Working in a small or even a large organization, business continuity or emergency management becomes that department that gets projects that other departments do not know how to, or want to handle. We have to learn to say no and examine what we are doing right and what we are not able to handle. We must examine our core capabilities.
Exploring our core capabilities and removing what we should not be doing This process s more than cutting stuff out, and leaving an shell of a department. It is avoiding mission creep, and at the same time focusing on the essential services that the department provides. It makes a better organization at the end of the process.

Over the last year and a half, we have seen how COVID-19 has impacted our daily lives. We have had to make a shift in how we conduct business, how our supply chain has been affected and how we communicate with our employees, stakeholders, and clients.
A Study published in 2012 warned it was prudent to expect climate surprises in the coming decades, including unexpected and potentially disruptive single events, and for them to become progressively more severe.
We have seen this come to the fore with Super Storm Sandy, stronger and more frequent storms in the Atlantic, including the first storm to hit New England in 30 years last weekend. At the time of this post, the storm Henri was forecasted to hit southern New England as a strong tropical storm or possibly as a Category 1 hurricane.

What is your leadership style? What is your leadership plan? They sound like similar questions, however, they are not. If you are a leader, by title or by your actions, I bet you wing it. I bet you could not tell me how you plan to use your skills, in a way that helps your team, and your organization moves forward.
Your style is not a plan, it is like saying, well, I am putting on this suit, it looks good so I will make good decisions. What you need is a mental model that helps you on a daily basis, to help you lead your team down the right path. When you come to a fork in the road, if you do not have a plan, it does not matter what path you take. When you have a plan, you are halfway to completing the goals that you have set.

I can recall the exact location I was on September 11, 2001 when I learned of the first plane hitting the World Trade Center in New York City. I was listing to the radio on my way to work in the West Adams District of Los Angeles. I knew we were under attack. The next few weeks for the United States was a mix of anger, fear, and sadness.

You see the WTC was more than an office building, it was a symbol of prosperity, a destination for school children on field trips, a location for business, and a part of the skyline of the capital of the world. This week we remember the attack on the WTC, the Pentagon, and the rest of the world.

I am sharing a story of one man that saved thousands of lives, just because he took his job to seriously. Rick Rescorla.
