Episode 127 of the Common Weal Policy Podcast You can download the episode directly here. Her journey starts with an investigation into whether the Scottish Government had conducted any polling in parallel to the UK Government's own "secret polls" on attitudes towards the Union and uncovers the fact that while the Government is compelled to respond to FOIs, it is not compelled to publish the response to anyone other than the requester, despite maintaining an archive of replies (effectively allowing them to pick and choose what they publish to the wider public). 03 Aug 2022 | Episode #136 - The Two Souls of Indy | 00:49:24
Episode 136 of the Common Weal Policy Podcast You can download the episode directly here. This week, Craig talks to James Foley and Ben Wray who, along with the late Neil Davidson, have written a book looking at the "two souls" of the independence movement. On one hand, the pluralistic and largely left-wing grassroots "Indy Movement" and on the other, the more top-down, centralised and centrist or even centre-right campaign of the Scottish Government. Scotland After Britain looks at the two possible futures that could result from either of these campaigns and argues that if independence is to correct injustices created by the British Establishment, it must break with that Establishment rather than seeking to be a "stable" continuation of it. Episode 139 of the Common Weal Policy Podcast You can download the episode directly here. Episode 142 of the Common Weal Policy Podcast You can download the episode directly here. This week, Craig talks to Constitution expert Elliot Bulmer about Heads of State, what they do and how we could select one. The UK is currently undergoing a transition of Head of State for the first time in the lifetime of most of the current population but in other countries, this transition happens frequently. In this challenging and perhaps controversial episode Elliot discusses the pros and cons of various options for an independent Scotland's Head of State such as keeping the monarchy versus transitioning to a Republic. He also discusses whether the Kingdom of Scotland should have a Governor-General, or whether the Republic of Scotland should elect its President in a general election as Ireland does or whether that selection process should be restricted to Parliamentarians as Germany does (and as Scotland selects our First Minister). He also goes into detail about what powers a Head of State should and, crucially, should not have. They look at the collapse of the establishment parties in the UK and elsewhere in Europe and the rise of other parties - notably in the UK, the Brexit Party. Also discussed was the rise of the Brexit Party in Scotland, where they came second after the SNP, and how they might impact Scottish politics in the years to come. After this they take a look at the Referendums Bill which lays out a framework for holding referendums in Scotland as well as Mike Russell's speech on the subject in which he particularly mentioned ensuring that EU citizens will maintain their right to vote post-Brexit but also that the Scottish voting franchise will be extended to non-EU citizens in legislation to be published soon. Finally, Lewis and Craig discuss Citzens' Assemblies as a program of these are to be set up to discuss independence. Common Weal already has a couple of papers on Citizens' Assemblies. One where they could be used as an upper house for the Scottish Parliament and one where they'd hold a new tier of local government to account. 27 Jun 2019 | Episode #13 - Electoral Franchise | 00:28:21
Episode 13 of the Common Weal Policy Podcast You can download this episode directly here. Common Weal's Head of Policy and Research Dr Craig Dalzell is joined by Ellen Höfer, Creative Director of EU Citizens for an Independent Scotland. Scotland is currently having a discussion about electoral franchise and the rights of people resident in Scotland. From Common Weal's policy paper on Scottish immigration post-Brexit, Ellen and Craig discuss the possibility of a devolved Scottish immigration system and how that could involve not just control over the criteria for living in Scotland but also the extension of rights to refugees and asylum seekers such as the right to work and the right to vote. The right to vote played a substantial role in the recent Referendums Bill as it re-extended the right to vote to EU citizens who would otherwise have lost the right to vote in a future independence referendum due to Brexit. This right has since been superseded by the new Electoral Franchise Bill which will extend the right to vote in all referendums as well as Scottish elections and local elections to almost ALL permanent residents of Scotland (although the implications for prisoner voting proves to be an interesting case of the impact of overlapping legislation). 03 Jul 2019 | Episode #14 - Back To Life | 00:32:12
Episode 14 of the Common Weal Policy Podcast You can download this episode directly here. Common Weal's Head of Policy and Research Dr Craig Dalzell is joined by Max Wiszniewski, Campaign Manager for the Revive Coalition. Up to 18% of Scotland's land area is currently used for hunting grouse. These moors are often managed to the point of extirpating almost all forms of life considered detrimental to the intensive development of grouse populations - with population densities far in excess of those found in unmanaged habitats. The environmental impacts ranging from the burning of peatlands, the driving of roads through fragile hillsides and the introduction of toxic chemicals from open spreading of medication to tonnes of lead shot fired into the area is substantial. Common Weal worked with Revive to produce a policy paper Back to Life which explores potential different uses for the land currently used for hunting. It is found that despite claims by the industry that hunting contributes £32 million per year and sustains over 2,600 jobs but when calculated on a "per hectare" basis these numbers are reduced to a paltry £20-£30 per hectare per year and the requirement of 330 hectares of land to sustain just one job. Every other possible use of land examined by Common Weal - including housing, energy production and rewilding - produces more value and sustains more jobs per hectare. In producing this paper, Common Weal also produced an illustrative map of what a Scottish grouse moor could look like if it was transformed using these alternative uses. The SNIB is Common Weal's flagship policy win and Craig and Jonathon tell the story of Common Weal's involvment in the project up to the latest news of the adoption of the bank by the Scottish Parliament's scrutiny commitee. Their final report can be read here. Craig explains what the SNIB is intended to do in terms of providing "patient finance" to support Scotland's economy and how the SNIB differs from other investment funds and from other types of bank like a Scottish Central Bank. This policy is a perfect example of how a small think-tank backed by a broad and powerful grassroots campaign can change Scotland in significant and fundamental ways and Common Weal hopes that this will be the first of many such projects. Episode 16 of the Common Weal Policy Podcast You can download this episode directly here. This week Common Weal's Campaigns Officer Jonathon Shafi and Head of Policy & Research Dr Craig Dalzell discuss Craig's 2016 Common Weal policy paper Claiming Scotland's Assets. This paper looks at the principles, legalities and historical precedents surrounding the division of state-owned assets and debts when that state breaks apart into two or more constituent parts. After discussing some of the historical examples of countries breaking up Craig looks at how the 2014 independence campaign dealt with the questions of debts and assets and how the historical precedents in the paper could inform and strengthen that debate. Finally, Craig discusses the negotiating stance proposed by the Growth Commission and how it differs from the examples mentioned previously. There he references Common Weal's response to the Growth Commission, A Silver Chain.
