17 Apr 2019Episode #6 - Special Guest: Peter Ryan00:27:09

Episode 6 of the Common Weal Policy Podcast

You can download this episode directly here: https://www.buzzsprout.com/264906/1043797-episode-6-special-guest-peter-ryan.mp3

Common Weal's Head of Policy & Research Craig Dalzell is joined by special guest Peter Ryan, a financial systems expert and repeat contributor to Common Weal's policy library on matters to do with currency.

In his latest policy paper, Paying Our Way, Peter lays out the case for a Scottish Payments Initiation System which would cut the cost of transactions between people and organisations in Scotland and allow Scotland to capture those costs within the Scottish economy rather than see them leave overseas into the profits of multinational companies like Visa, Amazon, Paypal and others.

This system would also allow Scottish businesses to earn a fee for providing cash to customers - rather than paying a fee for offering Cashback services or for hosting an ATM - and would support local economies in remote areas which are currently under threat of losing their bank branches and ATMs.

Finally, this service could lay the groundwork for a Scottish currency in the event of independence and could significantly reduce the timescales and roadblocks that could otherwise be set up to make the process harder. Crucially, this groundwork could be laid well ahead of independence itself.

You can download this episode directly here: https://www.buzzsprout.com/264906/1052998-episode-7-special-guest-robin-mcalpine.mp3?client_source=small_player&download=true

Common Weal's Campaigns Officer Jonathon Shafi is joined by special guest and Director of Common Weal, Robin McAlpine

They discuss Common Weal's latest policy paper "An Investment-Led Economic Development Framework For An Independent Scotland" which proposes a framework for a "Common Weal" vision for the economy of an independent Scotland.

The UK's model of economic development is based on a unproductive sectors which generate vast profits through four particular methods - financial speculation, asset value inflation, debt-fuelled consumption, and concentration and monopoly.

This report argues that Scotland, if independent, could improve its performance across 12 key pillars of its economy.

It then explores 18 alternative economic theories - beyond limited approaches focused on GDP growth and from there creates a package of 10 actions which would move an independent Scotland towards an investment-led economy including laying down the foundations of a Green New Deal proposal.

Episode 126 of the Common Weal Policy Podcast

You can download the episode directly here.

This week, Craig talks to Susan Guy from Dunbar's Miixer Zero Waste Hub. The hub intercepts and redirects materials that would otherwise be thrown out as "waste" and makes it available for reuse - boasting that they can reclaim over 1,000 tonnes of material every year and that they manage to achieve a 95% reuse rate for that recovered material. Susan talks us through the process of recovery and reuse and tells some stories of the kinds of things they've managed to find a new home for.

Episode 127 of the Common Weal Policy Podcast

You can download the episode directly here.

This week, Craig talks to Ruth Watson from Keep Scotland The Brand a campaign organisation that calls for clear labelling of Scottish produce and resists replacing "Made in Scotland" labels with less clear, less valuable "Made in Britain" labels or shops removing marks of provenance altogether. They discuss why it is so important that we know where our food and other goods is made, why Scotland's brand is so value domestically and internationally and what the implications could be for Scotland's food security if we allow "Brand Scotland" to be replaced by "Bland Britain".

Apologies for the slight decline in sound quality in this week's episode. This was largely due to the Council deciding to mow a patch of grass outside while Craig was recording.

Episode 8 of the Common Weal Policy Podcast

You can download this episode directly here: https://www.buzzsprout.com/264906/1079198-episode-8-the-snp-spring-conference.mp3

Common Weal's Campaigns Officer Jonathon Shafi and Head of Policy & Research Dr Craig Dalzell discuss the outcome of the SNP Spring Conference

The big debate was, of course, on currency and the Growth Commission. Jonathon and Craig discuss the amendments to the motions, what they mean and what the implications are of Amendment D passing and the others falling.

Tim Rideout's speech for Amendment D and against the "six tests" can be watched here.
https://www.youtube.com/watch?v=npP9WV97HsU

Next, they discuss the newly announced Social Justice and Fairness Commission and how that may build on the work of the Growth Commission.

The Green New Deal comes into focus this week with announcements of a "climate emergency" in both the Scottish and UK Parliaments - but how does the rhetoric stack up next to the policies and announcements of government officials?

Finally, the SNP conference formally adopted one of Craig's policy papers, Scotland's Data Desert, via passing a motion to create a Scottish Statistics Agency. Craig discusses what that will mean for policy development in Scotland and why it's needed.

You can download the episode directly here.

This week, Craig talks to Ellen Dalzell about Freedom of Information in Scotland and how the Scottish Government may still be using loopholes in the legislation to limit access to information requested via FOI. Her journey starts with an investigation into whether the Scottish Government had conducted any polling in parallel to the UK Government's own "secret polls" on attitudes towards the Union and uncovers the fact that while the Government is compelled to respond to FOIs, it is not compelled to publish the response to anyone other than the requester, despite maintaining an archive of replies (effectively allowing them to pick and choose what they publish to the wider public).

This week, Craig talks to James Foley and Ben Wray who, along with the late Neil Davidson, have written a book looking at the "two souls" of the independence movement. On one hand, the pluralistic and largely left-wing grassroots "Indy Movement" and on the other, the more top-down, centralised and centrist or even centre-right campaign of the Scottish Government. Scotland After Britain looks at the two possible futures that could result from either of these campaigns and argues that if independence is to correct injustices created by the British Establishment, it must break with that Establishment rather than seeking to be a "stable" continuation of it.

Scotland is in many ways in an envious position with rich resources and potential for decarbonising our energy needs. Robin discusses how we do that to each of Scotland's three main energy uses - Electricity, Transport and Heat - and why The oil and gas sector are actively hindering rather than supporting the required transition and why Scottish and UK Government energy policies fall far short of the required goals.

Episode 142 of the Common Weal Policy Podcast

This week, Craig talks to Constitution expert Elliot Bulmer about Heads of State, what they do and how we could select one. The UK is currently undergoing a transition of Head of State for the first time in the lifetime of most of the current population but in other countries, this transition happens frequently. In this challenging and perhaps controversial episode Elliot discusses the pros and cons of various options for an independent Scotland's Head of State such as keeping the monarchy versus transitioning to a Republic. He also discusses whether the Kingdom of Scotland should have a Governor-General, or whether the Republic of Scotland should elect its President in a general election as Ireland does or whether that selection process should be restricted to Parliamentarians as Germany does (and as Scotland selects our First Minister). He also goes into detail about what powers a Head of State should and, crucially, should not have.

This week, Craig is on a well-deserved break after working on Sorted: a handbook for a better Scotland, so Social Media & Communications Coordinator Rory Hamilton is filling in as guest host. Rory is joined by Common Weal Board member Allison Graham, former SNP Policy Development Convenor Chris Hanlon, and editor of the Vive Ecosse independence blog, Graeme Spence. They reflect on the result of the UK Supreme Court's decision on Wednesday morning that the proposed Bill does relate to reserved matters, and in the absence of a section 30 order, the Scottish Parliament does not have the power to legislate for an independence referendum, and look at the rallies which happened in the aftermath of the announcement, and what all this means for the future of Scotland.

22 May 2019Episode #9 - Ulex and the UN Poverty Report00:31:40

Episode 8 of the Common Weal Policy Podcast

You can download this episode directly here: https://www.buzzsprout.com/264906/1178882-episode-9-ulex-and-the-un-poverty-report.mp3

Common Weal's Head of Policy & Research Dr Craig Dalzell is joined by volunteer researcher Lewis Akers to discuss Common Weal's trip to Catalonia and recent policy news.

The Common Weal team spent last week in a mountain retreat in Catalonia with Ulex where we took part in a training session on organising activist campaigns - a very valuable experience for all and we've come back raring to crack on at advocating our policies in Scotland.

While we were away, two papers of interest were published.

First was Just Warmth - a paper by the Common Weal Energy Working Group which explores how Scotland could develop a network of district heating systems which would make the delivery of heat to Scottish homes a services utility and would be able to deliver that service more efficiently than the individual boilers that most of us are used to.
https://commonweal.scot/policy-library/just-warmth

Next was Sea Change - a paper by Friends of the Earth Scotland which was endorsed by Common Weal. This paper looks at how we need to decommission the North Sea oil industry to meet our Green New Deal targets and how we can make that decommissioning part of a Just Transition to renewables.
https://foe.scot/resource/sea-change-climate-report/

Then Lewis and Craig discuss the UN report published today which examines the extent of poverty throughout the UK and makes - in full and surprisingly frank language - for a damning indictment of UK Austerity policy

27 Jun 2019Episode #13 - Electoral Franchise00:28:21

Episode 13 of the Common Weal Policy Podcast

You can download this episode directly here.

Common Weal's Head of Policy and Research Dr Craig Dalzell is joined by Ellen Höfer, Creative Director of EU Citizens for an Independent Scotland.

Scotland is currently having a discussion about electoral franchise and the rights of people resident in Scotland. From Common Weal's policy paper on Scottish immigration post-Brexit, Ellen and Craig discuss the possibility of a devolved Scottish immigration system and how that could involve not just control over the criteria for living in Scotland but also the extension of rights to refugees and asylum seekers such as the right to work and the right to vote.

The right to vote played a substantial role in the recent Referendums Bill as it re-extended the right to vote to EU citizens who would otherwise have lost the right to vote in a future independence referendum due to Brexit. This right has since been superseded by the new Electoral Franchise Bill which will extend the right to vote in all referendums as well as Scottish elections and local elections to almost ALL permanent residents of Scotland (although the implications for prisoner voting proves to be an interesting case of the impact of overlapping legislation).

03 Jul 2019Episode #14 - Back To Life00:32:12

Episode 14 of the Common Weal Policy Podcast

You can download this episode directly here.

Common Weal's Head of Policy and Research Dr Craig Dalzell is joined by Max Wiszniewski, Campaign Manager for the Revive Coalition.

Craig and Max discuss recent news of the disappearance of two eagles over a Perthshire grouse moor as well as a pattern of similar disappearances there and over other moors in Scotland.

Up to 18% of Scotland's land area is currently used for hunting grouse. These moors are often managed to the point of extirpating almost all forms of life considered detrimental to the intensive development of grouse populations - with population densities far in excess of those found in unmanaged habitats. The environmental impacts ranging from the burning of peatlands, the driving of roads through fragile hillsides and the introduction of toxic chemicals from open spreading of medication to tonnes of lead shot fired into the area is substantial.

Common Weal worked with Revive to produce a policy paper Back to Life which explores potential different uses for the land currently used for hunting. It is found that despite claims by the industry that hunting contributes £32 million per year and sustains over 2,600 jobs but when calculated on a "per hectare" basis these numbers are reduced to a paltry £20-£30 per hectare per year and the requirement of 330 hectares of land to sustain just one job. Every other possible use of land examined by Common Weal - including housing, energy production and rewilding - produces more value and sustains more jobs per hectare.

In producing this paper, Common Weal also produced an illustrative map of what a Scottish grouse moor could look like if it was transformed using these alternative uses.

They discuss why the focus on process (that is, the debate between which kind of referendum vs which kind of plebiscite) has not just kept the indy campaign static but actively led it down a blind alley that needs to be backed out of. He claims instead that the end goal of the campaign was never "a referendum" but to bring the UK Government to the negotiation table and to recognise Scotland's independence. They discuss the latest and best methods of identifying and targeting our "next most likely" voter in each key demographic and they also discuss what will happen once the "Settled Will" of the Scottish people is for independence.

10 Jul 2019Episode #15 - Investing in Scotland00:33:32

Episode 15 of the Common Weal Policy Podcast

You can download this episode directly here.

Common Weal's Campaign's Officer Jonathon Shafi returns to the Policy Podcast with Head of Policy & Research Dr Craig Dalzell. This week, they discuss the Scottish National Investment Bank.

The SNIB is Common Weal's flagship policy win and Craig and Jonathon tell the story of Common Weal's involvment in the project up to the latest news of the adoption of the bank by the Scottish Parliament's scrutiny commitee. Their final report can be read here.

Craig explains what the SNIB is intended to do in terms of providing "patient finance" to support Scotland's economy and how the SNIB differs from other investment funds and from other types of bank like a Scottish Central Bank.

This policy is a perfect example of how a small think-tank backed by a broad and powerful grassroots campaign can change Scotland in significant and fundamental ways and Common Weal hopes that this will be the first of many such projects.

This week, Craig talks to Stuart Donald, an electoral reform campaigner who particularly focuses on the systematic inequalities caused by the UK's First Past The Post electoral system. They discuss how this system disenfranchises voters, leads to them being less well represented in Parliament and leads to parties pulling in majority power rather than governing by consensus. 17 Jul 2019Episode #16 - Claiming Scotland's Assets00:31:57

Episode 16 of the Common Weal Policy Podcast

You can download this episode directly here.

This week Common Weal's Campaigns Officer Jonathon Shafi and Head of Policy & Research Dr Craig Dalzell discuss Craig's 2016 Common Weal policy paper Claiming Scotland's Assets.

This paper looks at the principles, legalities and historical precedents surrounding the division of state-owned assets and debts when that state breaks apart into two or more constituent parts.

After discussing some of the historical examples of countries breaking up Craig looks at how the 2014 independence campaign dealt with the questions of debts and assets and how the historical precedents in the paper could inform and strengthen that debate.

Finally, Craig discusses the negotiating stance proposed by the Growth Commission and how it differs from the examples mentioned previously. There he references Common Weal's response to the Growth Commission, A Silver Chain.

Craig will be in Edinburgh on Saturday 20th of July to give a talk about this paper and to answer questions from the audience. Details of the event can be found here.
