His goal — and satisfaction — is tangible impact. Eric is an active writer, speaker, and educator on leadership and, in particular, leading through crises and other turbulence. He holds an appointment as Director of Research and Professional Programs at the National Preparedness Leadership Initiative (NPLI), a joint program of the Harvard T.H. Chan School of Public Health and Harvard’s Kennedy School of Government and as Instructor at the Harvard T.H. Chan School of Public Health. Eric teaches in numerous executive education and graduate level courses at Harvard and M.I.T. He speaks to executive audiences around the world about the challenges of leading in fast moving, unpredictable circumstances. Eric is the author of Three Critical Shifts in Thinking for the Evolving Leader (O’Reilly. 2015) and Your Critical First 10 Days as a Leader (Safari, 2015). He is also the co-author, along with Dr. Leonard Marcus and Dr. Barry Dorn, of the second edition of Renegotiating Health Care: Resolving Conflict to Build Collaboration (Jossey-Bass, 2011). Evidence of fracking’s seismological impact continues to mount. . . . Humans as well as fault lines built our “quakeland”.   What will happen when Memphis, home of FedEx’s 1.5-million-packages-a-day hub, goes offline as a result of an earthquake along the unstable Reelfoot Fault? FEMA has estimated that a modest 7.0 magnitude quake (twenty of these happen per year around the world) along the Wasatch Fault under Salt Lake City would put a $33 billion dent in our economy. When the Fukushima  reactor melted down, tens of thousands were displaced. If New York’s Indian Point nuclear power plant blows, ten million people will be displaced. How would that evacuation even begin? Kathryn Miles’ tour of our land is as fascinating and frightening as it is irresistibly compelling. Research has shown that racial and ethnic minorities often have increased difficulty evacuating prior to a crisis and are more likely to experience disproportionate physical and financial loss during disasters. Our focus now is on students who are already enrolled in graduate school. The Fund is dedicated to the work done by and the legacy of William Anderson who passed away in 2013.

Local officials blame at least 38 deaths and many more injuries on the storm, which has inundated parts of the Houston area with more than three feet of rain. In some places, totals surpassed 50 inches, setting a record for the continental United States. And, in Harris County, which includes Houston, up to 30 percent of the land had flooded, according to Jeffrey Lindner, a meteorologist for the Harris County Flood Control District. In 1981, David graduated top of his class from the U.S. Naval Academy—an institute renowned for developing “leaders to serve the nation.” Thereafter, he joined the submarine force. Along his journey, one thing bothered him: the traditional leader-follower model. Used by the Navy and most companies around the world, the goal of leader-follower is to influence people to comply, not think. David experienced first-hand how this practice makes people feel marginalized. He knew in his gut that there had to be a better way. He’d soon discover that to prove his theory he’d have to break some rules. As engineer officer aboard the USS Will Rogers (SSBN-659), a nuclear powered ballistic missile submarine, David tried empowering his team. He provided broad guidance, giving the team intent rather than orders. It was … a disaster. His team made poor decisions that led to errors. He had to stop and revert to the traditional leader-follower method. Taking Command Ultimately, David was selected to captain the USS Olympia (SSN-717), a nuclear powered attack submarine. He studied for over a year to take command, understanding on a deep level every detail of how that submarine operated. Unexpectedly, David was diverted to take command of the USS Santa Fe (SSN-763) when its captain quit. Santa Fe was the worst performing submarine in the fleet and a different type of submarine that he knew little about. Troubled Waters Less than a month later the Santa Fe was running a simple drill to simulate a fault with the reactor. In this scenario, propulsion is shifted from the main engines to a smaller, electric propulsion motor. The captain ordered, “ahead two-thirds.” The officer on deck repeated the order, “ahead two-thirds.” Nothing happened. Captain Marquet noticed the helmsman who was to execute the order looked unsettled. When asked what the problem was, the helmsman pointed out that there was no two-thirds in the electric propulsion mode unlike all his previous submarines. When asked, the officer on deck said he repeated the command knowing it was wrong. David realized that the leader-follower environment meant his crew would do anything he said—even if it was wrong. That could be catastrophic. He decided to try Intent-Based Leadership again. Turning the Ship Around Captain Marquet began treating his crew as leaders, not followers, and giving control, not taking control. It wasn’t long before operations took a dramatic turn. Santa Fe went from “worst to first,” achieving the highest retention and operational standings in the Navy. When Stephen R. Covey spent time aboard the Santa Fe, he referred to it as the most empowering organization he’d ever seen. He wrote about Captain Marquet’s leadership practices in his book, The 8th Habit. After Captain Marquet’s departure from the USS Santa Fe, it continued to win awards and promote more officers and enlisted men to positions of increased responsibility than any other submarine—including ten subsequent submarine captains. A Time for Change Captain Marquet retired from the Navy in 2009 and is now the author of Turn the Ship Around! A True Story of Turning Followers Into Leaders. Fortune magazine called the book the “best how-to manual anywhere for managers on delegating, training, and driving flawless execution.” Captain Marquet’s Intent-Based Leadership model is turning around all types of organizations—from big manufacturers to start-ups and sport teams to government. Ellis Stanley Ellis Stanley’s 40+ years of work experience in emergency management began as Director of Emergency Management for Brunswick County, North Carolina in 1975. While in Brunswick County he was selected as the First Fire Marshal for the jurisdiction as well as served as Fire and Rescue Commissioner. There Mr. Stanley was responsible for helping to develop a strong public safety infrastructure and overseeing the volunteer fire and rescue operations within the county. Mr. Stanley was appointed in 1982 as the Director of the Durham-Durham County Emergency Management Agency where he worked very close with the world’s largest research park in the North Carolina Triangle area and was heavily involved with hazardous materials planning. In 1987 Mr. Stanley was appointed by the Governor of Georgia as the Director of the Atlanta-Fulton County Emergency Management Agency. As part of the Public Safety Department for the City of Atlanta, Mr. Stanley served as a key advisor to the Public Safety Director. While in Atlanta, Mr. Stanley had extensive experience in major event planning (1988 Democratic National Convention, 1995 Mandela visit, and the 2006 International Olympic Games). Mr. Stanley was appointed in 1997 as Assistant City Administrative Officer for the City of Los Angeles and in 2000 as the General Manager of the Emergency Preparedness Department for the City of Los Angeles until his retirement in 2007. Mr. Stanley joined Dewberry, LLC in November 2007 as Director of Western Emergency Management Services. In March of 2008 Mr. Stanley was selected to be the Director of DNC Planning for the City & County of Denver, CO. As a professional tall ship sailor in the U.S. Coast Guard, he learned the intricacies of literally hundreds of moving pieces working together. That experience brought about the formal organization of volunteers around a topsail ketch in Southern California as he became Commodore of Friends of Argus,   In his litigation career, with more than 35 years experience as resolution specialist guiding over 4,000 businesses through the litigation process, if a case from his firm was resolvable before trial, it was resolved. Specialties were Eminent Domain, Construction, and IRS assistance. The national credential of Certified Paralegal further assured clients of an attention to detail that helped move their case forward. That work required digging into a client’s business at an intimate level that brought insights to its weakness and operational needs so that potential future litigation was mitigated. Working as a volunteer in the Santa Ana Urban Area for the DHS Urban Area Strategic Initiative brought amazing and rewarding success in bringing businesses together to help each other. Several business people realized that as responsible business-people their purpose is to help themselves until First Responders arrive.  On 9/11/2008, with the help and encouragement of several leaders, Bill established BERT – Emergency Operations Management. They are looking to make first aid, just like the Public Access CPR/AED programs across the United States. Our guest, Seth Goldstein is a Career Firefighter/Paramedic in Poughkeepsie, NY. Mr. Goldstein earned his EMT-Basic in 1997 and his Paramedic Certification in 2000.Mr. Goldstein has worked as a Paramedic for various agencies in NYS and for the Denver Paramedic Division. During his tenure in the commercial ambulance industry, he held the positions of QA/QI Coordinator, EMD Dispatcher, Communications Manager, Operations Manager and, left commercial EMS as the General Manager of an agency with 200 employees answering 60,000 calls for service annually. Goldstein left commercial ambulance work to become a full-time EMS Educator; earning his NYS Certified Instructor Coordinator credentials and eventually running two Community College-based EMS Programs in 5 years. Since 2009 Goldstein has been on staff at the National Center for Security & Preparedness (NCSP) as a Subject Matter Expert (SME), helping develop and deliver courses such as Advanced Active Shooter, TECC for Law Enforcement, TECC for EMS, and Responding to Mass Casualty Incidents. He is the lead SME for both the winter and summer versions of EMS Special Situations. In his current position as a Firefighter/Paramedic, he is nationally certified as a structural firefighter and holds NYS certifications for auto extrication, and is a Confined Space Rescue Technician. In 2013, Goldstein was selected by NYC Medics to join a group tasked with assisting the Kenyan Council of EMTs (KCEMT) with the development of the first Paramedic Program in East Africa. Through the work of this group, ACLS and PALS are now the standard of care in major hospitals throughout Kenya, and Paramedic Program development continues with growing support from the Kenyan government. Jennifer has always been that busy woman with food, water, duct tape, trash bags, and a change of clothes in her car. In 1981, David graduated top of his class from the U.S. Naval Academy—an institute renowned for developing “leaders to serve the nation.” Thereafter, he joined the submarine force. Along his journey, one thing bothered him: the traditional leader-follower model. Used by the Navy and most companies around the world, the goal of leader-follower is to influence people to comply, not think. David experienced first-hand how this practice makes people feel marginalized. He knew in his gut that there had to be a better way. He’d soon discover that to prove his theory he’d have to break some rules. As engineer officer aboard the USS Will Rogers (SSBN-659), a nuclear powered ballistic missile submarine, David tried empowering his team. He provided broad guidance, giving the team intent rather than orders. It was … a disaster. His team made poor decisions that led to errors. He had to stop and revert to the traditional leader-follower method. Taking Command Ultimately, David was selected to captain the USS Olympia (SSN-717), a nuclear powered attack submarine. He studied for over a year to take command, understanding on a deep level every detail of how that submarine operated. Unexpectedly, David was diverted to take command of the USS Santa Fe (SSN-763) when its captain quit. Santa Fe was the worst performing submarine in the fleet and a different type of submarine that he knew little about. Troubled Waters Less than a month later the Santa Fe was running a simple drill to simulate a fault with the reactor. In this scenario, propulsion is shifted from the main engines to a smaller, electric propulsion motor. The captain ordered, “ahead two-thirds.” The officer on deck repeated the order, “ahead two-thirds.” Nothing happened. Captain Marquet noticed the helmsman who was to execute the order looked unsettled. When asked what the problem was, the helmsman pointed out that there was no two-thirds in the electric propulsion mode unlike all his previous submarines. When asked, the officer on deck said he repeated the command knowing it was wrong. David realized that the leader-follower environment meant his crew would do anything he said—even if it was wrong. That could be catastrophic. He decided to try Intent-Based Leadership again. Turning the Ship Around Captain Marquet began treating his crew as leaders, not followers, and giving control, not taking control. It wasn’t long before operations took a dramatic turn. Santa Fe went from “worst to first,” achieving the highest retention and operational standings in the Navy. When Stephen R. Covey spent time aboard the Santa Fe, he referred to it as the most empowering organization he’d ever seen. He wrote about Captain Marquet’s leadership practices in his book, The 8th Habit. After Captain Marquet’s departure from the USS Santa Fe, it continued to win awards and promote more officers and enlisted men to positions of increased responsibility than any other submarine—including ten subsequent submarine captains. At the Southern California Earthquake Center Mark communicates earthquake knowledge to the general public, decision makers, engineers, and others in order to increase earthquake awareness, reduce economic losses, and save lives. To do this Mark 1) coordinates productive interactions among SCEC scientists and with partners in science, engineering, risk management, government, business, and education; 2) manage activities that increase earthquake knowledge and science literacy at all educational levels; 3) lead efforts to improve earthquake hazard and risk assessments; and 4) promote earthquake preparedness, mitigation, and planning for response and recovery.  Many of these efforts are in coordination with members of the Earthquake Country Alliance, a statewide California private-public partnership of organizations that provide earthquake information and services, for which he is Executive Director. In this role he is the lead organizer of the Great California ShakeOut, an annual earthquake drill with millions of participants throughout the state that began in 2008.  Beginning in 2010 Mark led efforts to replicate the ShakeOut in other states and countries. Great ShakeOut Earthquake Drills now are held throughout the United States and its territories, as well as Japan, New Zealand, Canada, and elsewhere. SCEC staff and an "army" of USC students manage the websites and resources for all ShakeOut drills (except Japan). Body  Donna Boston is the Director of the Orange County Sheriff’s Department Emergency Management Division.  Ms. Boston’s career in Emergency Management spans 20 years. She has worked with local government at the City level and currently works with the Orange County Sherriff’s Department, Emergency Management Division.  Orange County’s population exceeds 3 million people with wide ranging diversity. Ms. Boston’s career experience includes managing municipal Emergency Management Plans, managing public relations programs, Emergency Operations Centers during active emergency response, directing emergency exercises, managing grants, coordinating community training programs, presenting training programs, serving on strategic planning work groups, and representing local government through the Nuclear Community Engagement Panel related to the San Onofre Nuclear Generating Station.  In her current position, Ms. Boston has managed the recovery for more than 8 federally declared disasters, and has worked through the cascading consequences of large scale emergencies, ranging from floods, landslides, communications outages to major wildland fires and earthquakes.  Ms. Boston is charged with managing Orange County’s Emergency Management Program, including County preparedness, mitigation, response, and recovery.    Ms. Boston has guided strategic planning in areas such as emergency planning for people with disabilities, access and functional needs; the use of technology during disasters; and the collaborative development of emergency plans with local government, private enterprise, non-profit and the faith community.  She works daily to provide leadership to the County, Region, and State in developing areas of emergency management.  Ms. Boston is known as an effective communicator who has presented to high level elected and appointed officials.    Ms. Boston’s educational background is built on a Bachelor of Arts degree from the University of California, Davis and a Graduate Degree in Public Policy and Administration (MPA) from the California State University, Long Beach.  In the past 20 years, she has attended an extensive amount of training on a variety of subjects related to emergency management.  Ms. Boston is also a Certified Emergency Manager (CEM) through the International Association of Emergency Management, served as the 2003 President of the Orange County Emergency Management Organization, and is a past Board Member of the Southern California Emergency Services Association.  Ms. Boston is also a past member of the Board of Directors for the Orange County Chapter of the American Red Cross and has been appointed to the San Onofre Nuclear Generating Station Community Engagement Panel.  In 2016, Ms. Boston was appointed to the National Advisory Council for the Federal Emergency Management Agency to serve for a three year term. Since her early years as a Girl Scout, Heather has always sought to make a difference. After graduating college, she served our country with 23 years of distinguished Naval service. Dedicated to self-improvement, she obtained masters degrees in Asian studies, conflict resolution, cyber security policy and emergency management while on active duty.  She is qualified as an Associate Emergency Manager (AEM) and is currently working on a PhD in Public Policy and Administration / Emergency Management focusing specifically on childcare recovery. 
As a working parent of two, she became aware of just how much of a gap existed in emergency preparedness and recovery training and resources for childcare providers and vowed to use her experiences, education, and more importantly, motivation, to help improve current limitations.  Her desire to bridge the gap between emergency management and childcare communities culminated in the founding of BLOCKS, a nonprofit with a mission to help keep our children safe by preparing childcare for disaster.
